Resisting Europe conceptualizes the foreign policies of Europe—defined as the European Union and its member states—toward the states in its immediate southern “neighborhood” as semi-imperial attempts to turn these states into Europe’s southern buffer zone, or borderlands. In these hybrid spaces, different types of rules and practices coexist and overlap, and negotiations over meaning and implementation take place. This book examines the diverse modalities by which states in the Mediterranean Middle East and North Africa (MENA) reject, resist, challenge, modify, or entirely change European policies and preferences and provides rich empirical evidence of these contestation practices in the fields of migration and border control, banking and finance, democracy promotion, and telecommunications. It addresses the complex question of when and how MENA states capitalize on their leverage and interdependence in their relationships with Europe and contributes to a more comprehensive understanding of Europe–Middle East relations, while engaging with broader debates on power and interdependence, order, and contestation in international relations. While a contribution on the practices of resistance and contestation of MENA states vis-à-vis European policies and preferences in this geopolitically significant region was overdue, this volume leads the way for subsequent studies that seek to overcome the constraints of exceptionalism so characteristic of research of the Middle East, Europe/the European Union, and certainly of their relationship.

In view of the massive change in the area of distribution of many world biota across classical biogeographical realms, and of the drastic restructuring of the biotic components of numerous ecosystems, the Scientific Committee on Problems of the Environment (SCOPE) decided at its general Assembly in Ottawa, Canada, in 1982 to launch a project on the 'Ecology of Biological Invasions'. Several regional meetings were subsequently organized within the framework of SCOPE, in order to single out the peculiarities of the invasions that took place in each region, the behaviour of their invasive species and the invasibility of their ecosystems. Most noteworthy among such workshops were one in Australia in August 1984, one concerning North America and Hawaii in October 1984, and one dealing with southern Africa in November 1985. A leitmotiv of these workshops was that most of the invasive species to those regions were emanating from Europe and the Mediterranean Basin, inadvertently or intentionally introduced by man. It was therefore considered as a timely endeavour to organize the next regional meeting in relation to this region. The workshop on 'Biological Invasions in Europe and the Mediterranean Basin' was held in Montpellier, France, 21 to 23 May 1986, thanks to the financial support of SCOPE and of the A.W. Mellon Foundation, and the logistic facilities of the Centre National de la Recherche Scientifique (C.N .R.S.).

Offering a rich ethnographic account, this book traces the historical processes by which Andalusians experienced the shift from being poor emigrants to northern Europe to becoming privileged citizens of the southern borderland of the European Union, a region where thousands of African immigrants have come in search of a better life. It draws on extended ethnographic fieldwork in Granada and Senegal, exploring the shifting, complementary and yet antagonistic relations between Spaniards and African immigrants in the Andalusian agrarian work place. The author's findings challenge the assumption of fixed national, cultural, and socioeconomic boundaries vis-à-vis outside migration in core countries, showing how legal and cultural identities of Andalusians are constructed together with that of immigrants. This book investigates how ideas of and discourses about Europe have been affected by images of the Mediterranean Sea and its many worlds from the nineteenth century onwards. Surprisingly, modern scholars have often neglected such an influence and, in fact, in most histories of the idea of Europe the Mediterranean is conspicuously absent. This might partly be explained by the fact that historians have often identified Europe with modernity (and the Atlantic world) and, therefore, in opposition to the classical world (centred around the Mediterranean). This book will challenge such views, showing that a plethora of thinkers, from the early nineteenth century to the present, have refused to relegate the Mediterranean to the past. Importance is given to the idea of a distinct ‘meridian thought’, a notion first set forth by Albert Camus and now reworked by French and Italian thinkers. As most chapters argue, this might represent an important tool for rethinking the Mediterranean and, in turn, it might help us challenge received notions about European identity and rethink Europe as the locus of ‘modernity’. The Mediterranean Sea is now the deadliest region in the world for migrants. Although the death toll has been rising for many years, the EU response remains fragmented and short sighted. Politicians frame these migration flows as an unprecedented crisis and emphasize migration control at the EU's external boundaries. In this context, At Europe's Edge investigates why the EU prioritizes the fortification of its external borders; why migrants nevertheless continue to cross the Mediterranean and to die at sea; and how EU member states on the southern periphery respond to their new role as migration gatekeepers. The book addresses these questions by examining the relationship between the EU and Malta, a small state with an outsized role in migration politics as EU policies place it at the crosshairs of migration flows and controls. The chapters combine ethnographic methods with macro-level analyses to weave together policymaker, practitioner, and migrant experiences, and demonstrate how the Mediterranean is an important space for the contested construction of 'Europe'. This book provides rich insight into the unexpected level of influence Malta exerts on EU migration governance, as well as the critical role migrants and their clandestine journeys play in animating EU and Maltese migration policies, driving international relations, and producing Malta's political power.
