Improved techniques in the treatment of wounds and in the prevention and cure of disease went far toward preserving the lives and bodies of Army men and women both at the fighting fronts and in the bases and lines of communication that led to them. The author in this volume tells first about the medical provisions for the Atlantic outposts of the United States established before the substantial deployment and engagement of Army forces in Mediterranean and European areas, and then devotes major attention to the Army medical service in the Mediterranean campaigns in North Africa, Sicily, the mainland of Italy, and southern France. An appendix suggests some similarities and contrasts between German and American practice during the war. The book is a natural sequel to one published in this series in 1956 entitled, The Medical Department: Hospitalization and Evacuation, Zone of Interior, and is to be followed by two dealing with medical service in the European Theater of Operations and in Pacific-Asiatic areas. Other related volumes are being published in the series, "Medical Department United States Army in World War II." While the author of this work has addressed himself primarily to the interests and needs of the military student and reader, a wider audience should find in his account both practical lessons in the provision of mass medical care and assurance that such care was adequately given to those who fought in the largest of American wars. Excerpt from The Medical Department of the United States Army in the World War, 1928, Vol. 3: Finance and Supply The purpose of this volume is to record the manner in which the Medical Department functioned as a supply department during the World War and to give details concerning Selected articles Of supply. Because of the breadth of the subject, it is manifestly impossible to include herein all matters relating either to the administrative features of the subject or to the supplies themselves. Since this is the first time an attempt has been made to consider fully the his tory of Medical Department supplies, it is appropriate that due consideration be given to the pre-war history of supplies. More especially does this apply to that period of time intervening between the spanish-american War and the World War, for it was during this interval that the Medical Department not only brought its field equipment to a high state of e mciency but also established for itself a reasonable reserve of such equipment. Furthermore, the supply experiences of the Medical Department in connection with the Mexican border mobilization of our Army (1911 - 1916) make a fitting prelude to any considera tion of World War medical supply matters, for the one merged imperceptibly into the other. It is to be regretted that it has been possible, through lack of space, to use only two of the reports of activities Of the medical supply depots in the United States. The report of the New York medical supply depot was chosen as the type depot for description, because it always has been our most important depot and was the parent from Which the others might be considered to have sprung. While its methods of procedure may have differed in certain respects from those of the other depots, and while it is true that some depots handled certain classes Of articles to a preponderant extent, nevertheless the account Of one of these supply depots answers present purposes very well. On the other hand, since the motor ambulance supply depot at Louisville was the only depot of its kind, a chapter has been devoted to it. The Standard Supply Table enumerates the medical supplies issued to the Army, and the quantities and size of original packages in which furnished. It is the policy of the Medical Department, to enable medical officers to keep pace with the profession in civil life, and for the general benefit of the service, to supply such new remedies of determined therapeutic value as the Surgeon General may select, but newly introduced remedies cannot be supplied merely for the purpose of experiment, nor such as offer no positive advantage in use over those now issued. It should be borne in mind that these supplies are selected and furnished for the military service, and it is believed that all necessary drugs, instruments, bedding, etc., are included in the lists in ample variety and quantity. Requisitions for particular preparations simply because they are agreeable to the taste, or to save trouble in compounding them or similar ones when needed, will not be approved; neither will various preparations of a drug be furnished when one or more practically equivalent ones are on the standard list. 2. The senior medical officer of every post will in future make annual requisitions for medical supplies for the year, unless otherwise instructed by the Surgeon General, or a medical director. Such requisitions will be made in duplicate (Form No. i8), and will be forwarded through the medical director to the Surgeon General. They will be made only for articles that are, or probably will be, needed in the year, will exhibit the quantity of each article on hand, and will state the total number of persons entitled to medicines. Medical directors will personally and carefully scrutinize the requisitions, and make such changes therein as they may deem proper. a. The quantities asked for will be computed on the basis of original packages. b. If they are in excess of the authorized allowance satisfactory reasons therefor must be assigned or they will not be issued.
