In response to a congressional request, GAO assessed the possibility of using Medicaid data to identify health care providers who may be diverting prescription drugs for illegal purposes. GAO found that states should use data contained in the Medicaid Management Information System (MMIS) to identify health care providers who may be illegally diverting controlled substances, since: (1) states' MMIS often comprise the largest databases on the prescription and dispensing of controlled substances; (2) Medicaid laws allow disclosure of the data; and (3) it would enable law enforcement officials and licensing and regulatory agencies to identify sources of drug diversion.

Prescription drug diversion effects society in a myriad ways. Comparisons were made to the relationship between the profits that the pharmaceutical companies have made due to the increasing demand of illegally obtained prescription drugs and the losses that Medicaid and Medicare part D have experienced as a result of rampant drug diversion. Public healthcare benefits are being used in many prescription drug diversion schemes. The misuse of Medicaid and Medicare benefits leads to federal and state funding being wasted. The Drug Enforcement Administration revealed that over $70 billion a year was paid by public and private medical insurers for controlled prescription drug diversion and abuse. There is a correlation between Medicaid and Medicare part D expenditures and prescription drug diversion. The results of this study indicate that as the pharmaceutical companies revenues reached billions of dollars, Medicaid and Medicare part D prescription drug expenditures did as well. The study also indicates that as the pharmaceutical companies' profits increase, so does the rate of diversion. There were some limitations to the research due to some pharmaceutical profit information being unattainable. Medicare part D and Medicaid expenditures are public knowledge. Further research is needed so that an accurate comparison of profits and losses of prescription drug diversion can be conducted.
