Freight transportation provides a significant contribution to our nation’s economy. A reliable and accessible freight network enables business in the Twin Cities to be more competitive in the Upper Midwest region. Accurate and reliable freight data on freight activity is essential for freight planning, forecasting and decision making on infrastructure investment. A report entitled “Twin Cities Metropolitan Region Freight Study” published by MnDOT and the Metropolitan Council in 2013, suggested a need to understand where and when trucks are most affected by congestion. A framework for truck data collection and analysis was recommended to better understand the relationships between truck traffic and congestion in rush hours. Building upon our previous study to measure freight mobility and reliability along 38 key freight corridors in the Twin Cities Metropolitan Area (TCMA), this study leveraged our previous effort to implement the performance measures using the National Performance Measurement Research Dataset (NPMRDS) from the USDOT. The researcher team first worked with stakeholders to prioritize a list of key freight corridors with recurring congestion in peak periods in the TCMA. We used 24 months of NPMRDS data to measure travel time reliability and estimate truck delay at the corridor level and to identify system impediments during the peak hours. The objective is to use performance measures for assessing impact of truck congestions and identifying operational bottlenecks or physical constraints. Trucking activity nearby a congested area is examined to analyze traffic pattern and investigate possible causes of recurring congestions.

This synthesis describes the process by which state departments of transportation and Metropolitan Planning Organizations (MPOs) integrate freight planning into the surface transportation planning process. It will be of interest to state and MPO planners, port planners; traffic engineers; and to the trucking, rail, and shipping interests in both the public and private sectors. This report of the Transportation Research Board discusses the requirements for freight planning resulting from the Intermodal Surface Transportation Efficiency Act (ISTEA) with particular emphasis on the development of an intermodal management system (IMS). In addition, that act narrowed the application of the congestion management system (CMS), which is also discussed in the synthesis. Since enactment of that legislation, another act, the National Highway System Designation Act of 1995 was passed and makes the IMS optional rather than mandatory. This has not changed the philosophy or the intent of these planning applications, but it has changed the implementation aspects. Many agencies, however, are continuing with the IMS and CMS planning process. This report describes the methods used by selected agencies for forecasting freight flows, data collection practices, and the techniques for integrating freight planning into the established surface transportation planning processes at the state and regional levels.

"Reliability of transport, especially the ability to reach a destination within a certain amount of time, is a regular concern of travelers and shippers. The definition of reliability used in this research is how travel time varies over time. The variability can apply to the travel times observed over a road segment during a specific time slice (e.g., 3 to 6 p.m.) over a fairly long period of time, say a year. The variability can also pertain to the travel times of repeated trips made by a person or a truck between a given origin and destination.
