An interest can be aroused which will bring people together to consider the interests of the school, which are also the interests of every home of the school district. It is un natural for a community to be indifferent to its highest welfare if it knows what are its most fundamental in terests. We must take to them the gospel of sound edu cation and convince them that without their support it cannot accomplish for their children its highest mission, nor can it become in the best sense a center of useful knowledge and a distributing point for efficiency or the power to do things. How can we hope to have those hundreds of miserable school buildings scattered over the State made into fit habitations for young human beings - where abundant light is provided, proper ventilation and heating secured and interior and exterior surround ings of the school plant cleanly. In the eastern sections of this country they are generally fenced; in the middle and southern sections they generally are not. There has been a tendency during the past few years to remove fences. The fences aroiind parks and public buildings have generally been taken down. Houses and house lots are usually unfenced. This is one expression of the socialistic tendency of our times. We are moving away from the Cloister and its exclusiveness. Undoubtedly the removal of fences from most of the large public parks has been an advantage. There never was any reason for fencing them. The same may be said of the fences in front of houses. The strip of parking and grass is Often more attrae tive than the strip broken by fences, as was formerly the case. It is hard to see that the fence ever served any purpose except exclusiveness, and the question in this regard is naturally one of individual preference. Excerpt from State of Maryland Teachers Year Book: For the Information, Use, and Guidance of Officials and Teachers of the Public Schools of the State of Maryland; Scholastic Year 1916-1917 Teachers and school officials, do we know the import and mean ing of our new school law which has been discussed and praised irf every state in the Union since its passage Are we familiar with its provisions, its purposes, and its possibilities? I dare say even those of us who are best posted on its features have not a proper concep tion of the great stride in public school progress the new law makes possible. Instead of a State Superintendent and his assistant, who heretofore have been required to attend to all the supervision given the school from the State Department, we are to have three addi tional professional assistants, viz: a State high school supervisor, a rural school supervisor, and a white supervisor of colored schools. This provision should more than double the efficiency of the State Department 'of Education. In the counties the step toward more effective administration has been just as marked. Each county will have an attendance officer who is called in the law a professional assistant and whose entire time is to be given to the work under the direction of the county superintendent. Each county with as many as one hundred teachers, will have a supervisor of the elementary grades. This scheme for close supervision, for helpful assistance and cooperation is perhaps the biggest thing in the law so full of prom ising results. Do we want and will we welcome the people who will thus come into the service to strengthen the weak places in the old law? Or will we complain and antagonize, lest our duties be in creased by providing definite means for checking the quality of our instruction? Good teachers have nothing to fear and much to gain by adequate supervision. Teachers without experience, but who havethe right attitude toward the work will find through this provision the quickest road to success in the school room. Pupils of all grades can look forward with good cheer to school life as abounding in facili ties to make them live well in school and to furnish the proper stim uli to arouse worthy interests. Parents who want to give their children that which cannot be taken away from them through the wicked designing of others may find much encouragement in the promises of the newer system of instruction. There will come some disappointments to at least a few of our present corps of teachers; the grade, the classification of their certificates may be changed and their salaries affected. Many may regret that their'claims were not recognized in asking to be made supervisors or attendance officers. Patrons and friends will likely feel displeased that school taxes have jumped and the naming of principal teachers has been taken away from their representatives in the system - the trustees. But let us all give the new order of things a fair trial knowing that the problem of universal education is the biggest task of the State and that when properly solved, it means the' State's biggest advancement. "The World Crisis" should make these school anniversaries more significant. It is believed that the programs offered in this issue of the Year Book for the observance of Washington's Birthday, Maryland Day, Arbor Day, and Peace Day will prove unusually interesting, adaptable, and timely. The Maryland Day program, particularly, was so developed that it may be given equally well outdoors or indoors, by many participants or by few, by the largest school, high school or by the smallest rural school, with or without music and the vocational dances, and with or without costumes. It will be observed that it is, distinctly, a Maryland Day program for young and old Marylanders, each of the episodes, or acts, being set in one of our three great geographical and climatic divisions of the State, and each represented by the principal vocations followed in those respective regions. Thus the coastal plain offers its contribution to America through the fisherman, the farmer, and the seaman; the Piedmont region speaks through the cities, by the merchant, the manufacturer, and the mechanic; and the miner, the dairymaid, and the lumberman speak for the Appalachian highlands as they offer their products through Maryland to America in her hour of need. Our teachers are urged to read these programs, and to begin early in the school year to devise ways and means of presenting them, thus avoiding the confusion and extra labor incident to tardy preparation. Several of the articles in this Year Book are due, in whole or in part, to the kind assistance of the persons whose names appear in connection with their contributions. It is a pleasure, however, to add to these the names of Misses M. Annie Grace, Theresa Wiedefeld, and Adele Stamp, under whose direction the Maryland Day program was developed, and that of Mrs. Edward F. Buchner, chairman of the Educational Committee of the State Federation of Women's Clubs, who contributed the stimulating article on School Improvement Associations.
