The Marine Corps Modeling and Simulation Master Plan articulates the vision, objectives and management framework for the Marine Corps simulation environment. The Master Plan addresses the capabilities the Marine Corps is expecting in its vision of M & S by delineating eight desired end states: (1) Exercise any size Total Force MAGTF as part of combined or joint operations from home bases, aboard ship, or forward deployed through the seamless integration of live, virtual, and constructive simulations; (2) Conduct mission planning in a distributed environment; (3) Conduct mission preview and rehearsal on land or at sea at all levels, from the individual marine to MEF, within 48 hours of notification; (4) Validate Marine Corps requirements and doctrine using M & S as a primary tool; (5) Participate in the fundamental improvement of the DOD acquisition process by simulating before "we buy, build, or fight" ; (6) Merge M & S and command, control, and communications systems; (7) Support every major weapon system in the Marine Corps with a simulator that can be networked into a common synthetic environment; and (8) Use M & S as a primary decision support tool. This plan is a supporting document to Marine Corps strategic planning guidance and those documents guiding force capability development. It serves as the initial road map for developing training technology requirements and fully implementing Modeling and Simulation (M & S) in support of the MAGTF Capability List (MCL) and MAGTF Requirement List (MRL). By describing objectives and clarifying responsibilities, this plan outlines an approach by which the operating forces and supporting establishment will, over the next ten years, fully integrate with Marine Corps and Joint capabilities development processes as a means of achieving the desired end state. This plan serves both the Marine Corps and industry as a source document for current and objective capabilities for virtual and constructive simulation in support of the Marine Corps. Supporting plans are intended to be developed to include more detailed development and implementation of M & S in support of all MAGTF training. Background As stated in Marine Corps Strategy 21, our goal is to make America's Marines comprise the premier expeditionary 'Total Force in Readiness.'" Specific aims supporting this goal include "expand[ing] our participation in science and technology developments to enhance the capabilities of the Total Force;" and "creat[ing] a distributed planning, training, and rehearsal capability for the MAGTF at the tactical and operational levels of war to include enhanced amphibious capability." Technological advances, the availability and affordability of training technology, and alignment and integration of Joint and Marine Corps capabilities development processes have out-paced the usefulness of existing M & S master plans. A renewed effort is necessary to meet critical training requirements, with an emphasis on training for the GCE.

The Marine Corps Modeling and Simulation Investment Strategy (MCMSIS) is a Total Force Plan that serves as a guide for developing Marine Corps modeling and simulation (M & S) capabilities through Fiscal Year (FY) 2010. It defines enabling M & S capabilities and provides an integrated plan for attaining the eight end states delineated in the Marine Corps Modeling and Simulation Master Plan (M & S Master Plan). This is not a requirements document, but rather a strategy for implementing advanced modeling and simulation, to include distributed simulation, throughout the Marine Corps and across all functional areas. The DOD Modeling and Simulation Master Plan (MSMP) is authorized by DoD Directive (DoDD) 5000.59, DoD Modeling and Simulation (M & S) Management, January 4, 1994. DoD M & S policies, organizational responsibilities, and management procedures are outlined in DoDD 5000.59 and the Charter for the DoD Executive Council for Modeling and Simulations (EXCIMS). This MSMP is the Department of Defense's first step in directing, organizing, and concentrating its M & S capabilities and efforts on resolving commonly shared problems. The immense breadth and scope of DoD M & S uses, combined with the relative immaturity of many segments of the larger DoD M & S community and its technology, ensure that this first iteration is incomplete. Over time, with the active participation and support of the DoD M & S community, this plan will mature to address the full range of issues confronting DoD M & S. Many policy and technical issues may not be identified or resolved; however, this plan, with the management framework and policies established in DoDD 5000.59 and EXCIMS Charter, provides a means to achieve common technical solutions and policy consensus. The DoD MSMP is intended to be dynamic and flexible--a living document that will evolve as consensus develops on policy issues and the technology matures.
