This book explores the evolution of the 30 functioning multilateral development banks (MDBs). MDBs have their roots in the growing system of international finance and multilateral cooperation, with the first recognisable MDB being proposed by Latin America in financial cooperation with the US in the late 1930s. That Inter-American Bank did not eventuate but was a precursor to the World Bank being negotiated at Bretton Woods in 1944. Since then, a complex network of regional, sub-regional, and specialised development banks has progressively emerged across the globe, including two significant recent entrants established by China and the BRICS. MDBs arrange loans, credits, and guarantees for investment in member states, generally with the stated aim of fostering economic growth. They operate in both the Global North and South, though there are more MDBs focusing on emerging and developing states. While the World Bank and some of the larger regional banks have been scrutinised, little attention has been paid to the smaller banks or the overall system. This book provides the first study of all 30 MDBs and it evaluates their interrelationships. It analyses the emergence of the MDBs in relation to geopolitics, development paradigms and debt. It includes sections on each of the banks as well as on how MDBs have approached the key sectors of infrastructure, human development, and climate. This book will be of particular interest to researchers of development finance, global governance, and international political economy.

Part I shows that microeconomic approaches have found fertile ground in a public health approach that ‘blames’ individual choices for HIV transmission. Despite their attractiveness, however, these approaches fail to explain contemporary patterns of HIV prevalence, illustrating the importance of factors that are excluded from the standard micro-economic approach. Part II of the book looks at our problems in understanding the economic impact of AIDS, and explains why economists cannot agree if epidemic disease is a good or bad thing for economic development. In both sections of the book, the potential for alternative approaches is shown, and the book ends by arguing that a political economy approach can bring meaningful insights to our understanding of the spread and impact of HIV/AIDS.

This report cautiously welcomes DFID's increased contributions to the World Bank development programme, but calls for greater Parliamentary scrutiny of its spending and warns that the Bank must be reformed. It calls for: a more open process for selecting the current President's successor; a more equitable allocation of voting shares for developing countries; the Bank's main watchdog, the Independent Evaluation Group, to be strengthened; the promotion of girls' education to be made an early priority; more support to improve the financial viability of renewable energy. The Government must give MPs the chance to fully debate the key decisions taken by the Bank given the large sums of money being donated by Britain. In December the Government announced that its contribution to the International Development Association (IDA) - the aid arm of the World Bank - would increase to an average of £888 million a year for each of the three years (a total of £2.7 billion) in its sixteenth programme. The UK should use its role as one of the largest contributors to the International Development Association to ensure that a robust system is put in place to evaluate the performance of the President during his or her tenure.
