Although Congress has established a wide variety of tax preferences, direct subsidies, import restraints and other federal programs with the goal of retaining or recapturing manufacturing jobs, only a small proportion of U.S. workers are now employed in factories. Meanwhile, U.S. factories have stepped up production of goods that require high technological sophistication but relatively little direct labour. Labour productivity in manufacturing, as measured by government data, has grown rapidly, suggesting that the manufacturing sector as a whole remains healthy. The U.S. manufacturing sector-representing about 12 percent of the economy and employing 12 million workers in 2015-has undergone changes over the last several decades. With increased productivity and technological innovation, the sector experienced a decreasing number of jobs and share of the economy. GAO was asked to examine how the federal government supports manufacturing. This report examines (1) how selected federal programs and tax expenditures provide support to U.S. manufacturing; (2) how programs are addressing manufacturing trends; and (3) the extent to which agencies measure performance and assess effectiveness in support of manufacturing generally, and advanced manufacturing specifically. GAO reviewed selected programs with a focus on manufacturing, among other criteria, and conducted a survey of these selected programs to collect data on their budget, activities, and effects. GAO also reviewed reports and interviewed agency officials and experts.

The Manufacturing Extension Partnership (MEP)-a program of the U.S. Department of Commerce's National Institute of Standards and Technology (NIST)-has sought for more than two decades to strengthen American manufacturing. It is a national network of affiliated manufacturing extension centers and field offices located throughout all fifty states and Puerto Rico. Qualified MEP Centers work directly with small and medium manufacturing firms in their state or sub-state region, providing expertise, services and assistance directed to foster growth, improve supply chain positioning, leverage emerging technologies, upgrade manufacturing processes, develop work force training, and apply and implement new information. Strengthening American Manufacturing: The Role of the Manufacturing Extension Partnership is the summary of a symposium convened to review current operations and some of the recent MEP initiatives in the broader context of global manufacturing trends and the opportunities for high-value manufacturing companies. Business leaders, academic experts, and state and federal officials addressed the metrics and impacts of MEP and identified potential areas of improvement.
