Mandatory physical fitness programs were first introduced in the Bellevue Fire Department in 1976, yet some members of the Department lack the fitness necessary to perform essential firefighting tasks. Many municipal, county and state fire service organizations have tried, unsuccessfully, to implement mandatory health and physical fitness programs for firefighters. Of the proposed programs, many never make it through the development stage, while others, after hours of planning, and development, are found unacceptable to firefighter members and their union. Often such programs are rejected because fire service personnel fear their jobs will be threatened or lost. Management personnel at the Florida Division of Forestry, Department of Agriculture & Consumer Services (FDOF DACS), spent three years planning and developing a Firefighter Health & Physical Fitness Standards Program (H & PFSP) that firefighters informally indicated they would accept. As one firefighter stated: "we fear the unknown and the mandates that go with the testing process."

Physical fitness is a key component to performance in the fire service. The problem was Provo Fire & Rescue did not know what elements needed to be included in an effective physical fitness program. The purpose of this descriptive study was to identify the necessary aspects of a comprehensive and effective physical fitness program in order to increase the physical fitness level of Provo Fire & Rescue. The research questions were (a) what are the standards needing to be addressed in a fire department physical fitness program, (b) should physical fitness programs be mandatory or voluntary, (c) how do the physical demands of the job indicate a need for a physical fitness program? The data was gathered to answer the research questions via an extensive literature review, and a questionnaire sent to the members of Provo Fire & Rescue. The results showed a clear direction for Provo Fire & Rescue to advance their physical fitness program. Several professional organizations are asserting recommendations with regards to physical fitness. The National Fire Protection Association, International Association of Firefighters, and the International Association of Fire Chiefs standards on wellness were reviewed. There are seven recommendations made based on information from these and other organizations. These recommendations give the administration of Provo Fire & Rescue ample information to improve the overall health and wellness of the organization.

A survey was conducted of sixty (60) fire departments within the State of Kansas. The purpose of the research was to evaluate the extent of fire service involvement in physical fitness programs or their lack thereof. Through the literature review it was evident that fire departments and emergency care providers need to define their objectives in mandating physical fitness programs. Nearly 80 percent of the respondents stated their department supplied equipment and facilities for a physical fitness program. These figures would indicate that 3 out of 4 departments recognize the need for physically fit members.

The nature of the problem addressed by this research paper is recognizing the required physical fitness levels that are needed to positively affect the rate of firefighter heart attacks, which remain the number one cause of firefighter death in the United States. It was found that nationally, the number one cause of firefighter death is still heart attack and that all of the extensive efforts in the field of firefighter safety have done little to affect this problem. It was also found that only through continued physical fitness training is this trend likely to be reversed. It was recommended that executive fire officers research the physical fitness levels of their respective departments and with cooperation of both management and firefighters, initiate a well structured mandatory physical fitness program.
