This dissertation is an exploration of protest and its management in Mexico. It seeks to understand not only the factors that increase the likelihood of protest success, but also those that increase violence - either on the part of state actors in the form of protest event repression or on the part of protesters in the form of protest violence. The central argument is that state capacity plays a key role in shaping protest and its management. Protest management is a complex task, requiring institutional resources and skilled state authorities. In short, state agents must know when and how to intervene. When states have high capacity they are better able to avoid violence and employ a conciliatory approach. When states lack capacity, protest management tends to break down, making both repression and violence on the part of protesters more likely. The argument is tested using original micro-level data on Mexican protest events and responses, and leverages within-country variations in democracy and state capacity. In making the argument, the study also makes a case for a particular conception of state capacity, emphasizing the state's ability to penetrate society and implement binding rules. I demonstrate that there is a greater likelihood of concessions in high capacity states, while repression and protest violence are more likely in low capacity states.

The mass street demonstrations that followed the 2020 police murder of George Floyd were perhaps the largest in American history. These events confirmed that even in a digital era, people rely on public dissent to communicate grievances, change public discourse, and stand in collective solidarity with others. However, the demonstrations also showed that the laws surrounding public protest make public contention more dangerous, more costly, and less effective. Police fired tear gas into peaceful crowds, used physical force against compliant demonstrators, imposed broad curfews, limited the places where protesters could assemble, and abused 'unlawful assembly' and other public disorder laws. These and other pathologies epitomize a system in which public protest is tightly constrained in the name of public order. "Under what conditions will successful nonviolent revolutions lead to democratization? While the scholarly literature has shown that nonviolent resistance has a positive effect on a country's level of democracy, little research to date has disaggregated this population to explain which cases of successful nonviolent resistance lead to democracy and which do not. This book presents a theory of democratization in transitions initiated by nonviolent resistance based on the successful resolution of two central strategic challenges: maintaining high transitional mobilization and avoiding institutionally destructive maximalism. I test the theory first on a dataset of every transition from authoritarian rule in the post-World War II period and second with three in-depth case studies informed by interviews with key decision-makers in Nepal, Zambia, and Brazil. The testing supports the importance of high mobilization and low maximalism. Both have strong, consistent effects on democratization after nonviolent resistance"--
