An examination of technology and politics in the evolution of the British "government machine." In The Government Machine, Jon Agar traces the mechanization of government work in the United Kingdom from the nineteenth to the early twenty-first century. He argues that this transformation has been tied to the rise of "expert movements," groups whose authority has rested on their expertise. The deployment of machines was an attempt to gain control over state action—a revolutionary move. Agar shows how mechanization followed the popular depiction of government as machine-like, with British civil servants cast as components of a general purpose "government machine"; indeed, he argues that today's general purpose computer is the apotheosis of the civil servant. Over the course of two centuries, government has become the major repository and user of information; the Civil Service itself can be seen as an information-processing entity. Agar argues that the changing capacities of government have depended on the implementation of new technologies, and that the adoption of new technologies has depended on a vision of government and a fundamental model of organization. Thus, to study the history of technology is to study the state, and vice versa.

Karl Marx has rarely, if ever, been treated as a writer. Charles Barbour argues not only that we can examine the literary and rhetorical aspects of Marx's texts, but also that, as soon as we begin to do so, those texts begin to take on new and entirely unexpected political implications. Although many observers have assumed that pluralism prevailed in American political life from the start, inherited ideals of civic virtue and moral unity proved stubbornly persistent and influential. The tension between these conceptions of public life was especially evident in the young nation's burgeoning cities. Exploiting a wide range of sources, including novels, cartoons, memoirs, and journalistic accounts, James J. Connolly traces efforts to reconcile democracy and diversity in the industrializing cities of the United States from the antebellum period through the Progressive Era. The necessity of redesigning civic institutions and practices to suit city life triggered enduring disagreements centered on what came to be called machine politics. Featuring plebian leadership, a sharp masculinity, party discipline, and frank acknowledgment of social differences, this new political formula first arose in eastern cities during the mid-nineteenth century and became a subject of national discussion after the Civil War. During the Gilded Age and Progressive Era, business leaders, workers, and women proposed alternative understandings of how urban democracy might work. Some tried to create venues for deliberation that built common ground among citizens of all classes, faiths, ethnicities, and political persuasions. But accommodating such differences proved difficult, and a vision of politics as the businesslike management of a contentious modern society took precedence. As Connolly makes clear, machine politics offered at best a quasi-democratic way to organize urban public life. Where unity proved elusive, machine politics provided a viable, if imperfect, alternative.

During the Progressive Era, reform candidates in New York, Cleveland, and Chicago challenged the status quo--with strikingly different results: brief triumph in New York, sustained success in Cleveland, and utter failure in Chicago. Kenneth Finegold seeks to explain this phenomenon by analyzing the support for reform in these cities, especially the role of an emerging class of urban policy professionals in each campaign. His work offers a new way of looking at urban reform opposition to machine politics. Drawing on original research and quantitative analysis of electoral data, Finegold identifies three distinct patterns of support for reform candidates: traditional reformers drew support from native-stock elites; municipal populists found support among stock immigrant groups and segments of the working class; and progressive candidates won the backing of coalitions made up of traditional reform and municipal populist voters. The success of these reform efforts, Finegold shows, depended on the different ways in which experts were incorporated into city politics. This book demonstrates the significance of expertise as a potential source of change in American politics and policy, and of each city's electoral and administrative organizations as mediating institutions within a national system of urban political economies.
