Esta tesis aborda el estudio, análisis y definición de un modelo distribuido de preservación digital para la organización funcional de un conjunto de instituciones de educación superior pública de México (IES-MX). En los capítulos iniciales se refiere de manera concatenada al estado de la cuestión, así como al estudio de contextos y referentes en la gestión de la preservación digital de archivos a nivel internacional. Se identifican los principales modelos, estrategias, técnicas y sistemas que proveen herramientas de soporte para su labor. Dentro de los marcos de contexto, se define apartado con un panorama general sobre la gestión de archivos digitales en sectores estratégicos y de influencia para las actividades de preservación digital de instituciones de educación superior en México. Se continua con el desarrollo de un capítulo central compuesto por un triplete de estudios y análisis, que en primer lugar se enfocan al estudio e identificación de elementos y funciones clave en los sistemas de preservación digital distribuida. En segundo lugar se analizan los principales indicadores de organización, coordinación y gobernanza de redes distribuidas con apoyo de la ratificación participativa de usuarios de redes de preservación digital distribuida (P01). Finalmente se realiza un tercer análisis enfocado a conocer las actividades y niveles de preservación digital en IES públicas de México pertenecientes al subsistema federal y estatal. El análisis de IES-MX se realizó de acuerdo a una metodología y recomendaciones internacionales referentes al sector de la preservación digital. Los capítulos finales articulan los resultados de la investigación en una metodología u hoja de ruta con requisitos, recomendaciones y consideraciones generales para preparar y situar la integración paulatina de instituciones de educación superior públicas de México (IES-MX) a un esquema de preservación digital con finalidad distribuida. Se concreta una propuesta de un modelo de preservación digital distribuida para IES-MX sobre una implementación parcial de organización, relaciones y participación equilibrada.

Digital documents are vulnerable to loss via the decay and obsolescence of the media on which they are stored, and they become inaccessible and unreadable when the software needed to interpret them, or the hardware on which that software runs, becomes obsolete and is lost. This report explores the technical depth of the problem of long-term digital document preservation, analyzes the inadequacies of a number of ideas that have been proposed as solutions, and elaborates the emulation strategy.
