Man's activities in the Nation's coastal zones and waterways have served to contaminate sediments in these areas, generating concern that dredging and disposal may exert adverse effects on water quality and aquatic organisms. The long-term effects of dredged material on water quality at the disposal site remain an area of particular concern. To study the magnitude and predictability of long-term releases from dredged material, an 8-month aerobic leaching study was conducted in the laboratory. A large number of sediments (32) representing broad geographical and pollutional variation were used to ensure wide applicability of study results. Under the aerobic chemical conditions likely to prevail at aquatic disposal sites, total organic carbon, orthophosphate-P, and zinc exhibited the most consistent net releases to the water column. Very little net mass release of mercury (Hg), lead (Pb), cadmium (Cd), or arsenic (As) into the water column was observed regardless of the composition of the sediments. Worst case evaluation of the potential effects of contaminant releases, conducted by comparing results of this study with the most stringent water quality criteria available, indicated that sediments used in this study would not be expected to cause significant long-term water quality problems.

"During the latter part of the 20th century it became clear that another approach should be found for handling contaminated dredged material. Up to then it was common practise to dispose dredged material at sea or use it to raise the land or as fertilizer on land. A new approach was to store contaminated dredged material in confined disposal facilities (CDFs). These CDFs are only meant for dredged material that is heavily contaminated and cannot be relocated into the water system or used for engineering or environmental purposes. Much effort was devoted to the design of CDFs and to the assessment and management of environmental risks. Despite the fact that stricter environmental pollution controls meant that sediments in rivers and harbours became less contaminated and options for use of dredged material became more available, there still is the need for more storage capacity for contaminated dredged material arising from certain capital, environmental remediation and sometimes maintenance dredging projects. It is especially difficult to decrease the influence of diffuse sources on contamination levels of sediments."--Introduction.

This report synthesizes data from the U.S. Army Engineer Waterways Experiment Station, Dredged Material Research Program (DMRP), Task 1E. Task 1E consisted of seven research projects (work units) that investigated the pollution properties of dredged material and procedures for determining their potential for effect on water quality and aquatic organisms. The short-term impact of dredged material on water quality and aquatic organisms is related to the concentration of chemically mobile, readily available contaminants rather than the total concentration. The elutriate Test, which measures concentrations of contaminants released from dredged material, can be used to evaluate short-term impacts on water quality. Longer term impacts of dredged material on water quality have generally been slight and can be evaluated by means of the Elutriate Test and analysis of the mobile forms of sediment contaminants. No significant long-term increase in water column contaminant concentrations has been observed at any aquatic disposal field site. The greatest hazard of dredged material disposal is the potential effect of the material on benthic organisms. Most dredged material has not proven particularly toxic. Some dredged material has not proven particularly toxic. Some dredged material, however, can be extremely toxic or of unknown toxicological character. Benthic bioassay procedures are now available which can identify this toxic dredged material.

Some of the nation's estuaries, lakes and other water bodies contain contaminated sediments that can adversely affect fish and wildlife and may then find their way into people's diets. Dredging is one of the few options available for attempting to clean up contaminated sediments, but it can uncover and re-suspend buried contaminants, creating additional exposures for wildlife and people. At the request of Congress, EPA asked the National Research Council (NRC) to evaluate dredging as a cleanup technique. The book finds that, based on a review of available evidence, dredging's ability to decrease environmental and health risks is still an open question. Analysis of pre-dredging and post-dredging at about 20 sites found a wide range of outcomes in terms of surface sediment concentrations of contaminants: some sites showed increases, some no change, and some decreases in concentrations. Evaluating the potential long-term benefits of dredging will require that the U.S. Environmental Protection Agency step up monitoring activities before, during and after individual cleanups to determine whether it is working there and what combinations of techniques are most effective.
