The mission of the United States Army is to fight and win our nation's wars by providing prompt, sustained land dominance across the full range of military operations and spectrum of conflict in support of combatant commanders. Accomplishing this mission rests on the ability of the Army to equip and move its forces to the battle and sustain them while they are engaged. Logistics provides the backbone for Army combat operations. Without fuel, ammunition, rations, and other supplies, the Army would grind to a halt. The U.S. military must be prepared to fight anywhere on the globe and, in an era of coalition warfare, to logistically support its allies. While aircraft can move large amounts of supplies, the vast majority must be carried on ocean going vessels and unloaded at ports that may be at a great distance from the battlefield. As the wars in Afghanistan and Iraq have shown, the costs of convoying vast quantities of supplies is tallied not only in economic terms but also in terms of lives lost in the movement of the materiel. As the ability of potential enemies to interdict movement to the battlefield and interdict movements in the battlespace increases, the challenge of logistics grows even larger. No matter how the nature of battle develops, logistics will remain a key factor. Force Multiplying Technologies for Logistics Support to Military Operations explores Army logistics in a global, complex environment that includes the increasing use of antiaccess and area-denial tactics and technologies by potential adversaries. This report describes new technologies and systems that would reduce the demand for logistics and meet the demand at the point of need, make maintenance more efficient, improve inter- and intratheater mobility, and improve near-real-time, in-transit visibility. Force Multiplying Technologies also explores options for the Army to operate with the other services and improve its support of Special Operations Forces. This report provides a logistics-centric research and development investment strategy and illustrative examples of how improved logistics could look in the future.

Faced with the challenge of deterring and defeating aggression by the kinds of highly capable adversaries highlighted in the 2018 National Defense Strategy, the U.S. Air Force (USAF) is exploring alternative weapon systems and concepts of employment that will allow it to generate combat power without being harnessed to air bases and runways that adversaries may view as high-value targets. In this report, the authors examine the logistics and sustainment aspects of an emerging operational concept for employing a family of unmanned aerial vehicles that can be launched, recovered, and sustained with minimal reliance on runways, thereby improving operational resiliency in the face of adversary targeting of runways. The authors find that this class of weapon system-called affordable runway-independent unmanned aerial vehicles (ARIUAV)-can conduct high-volume combat operations with lower resource requirements than traditional platforms. The authors identify options for reducing the logistics and support "footprint" associated with ARIUAV operations by using nontraditional support concepts and incorporating design changes that enable reduced support requirements.

"U.S. national security depends in part on the Nation's ability to respond effectively to disasters, both at home and abroad. Recent responses have relied heavily on airlift, commercial and military, and U.S. Navy surface combatants. The per-ton cost of airlift is vastly more expensive than sealift and the operating costs of a Navy combatant can be as much as 20 times that of a strategic sealift ship. Still, planners virtually ignore sealift capabilities for disaster response. This paper examines a concept to utilize national strategic sealift assets to provide Geographic Combatant Commanders with dedicated sea-based logistics platforms to support theater engagement activities including but not limited to humanitarian and civic assistance (HCA) and humanitarian assistance and disaster response (HA/DR) operations. Other benefits of this program would include improved coordination among responders, ultimately reduced dependence on the military, and -- with the platforms prepositioned in theater - the strategic messaging of American "humanitarian power projection."--Page ii.

The Command Deployment Discipline Program (CDDP) is a commander's tool designed to enhance unit deployment readiness. This handbook is a combination of doctrinal and regulatory tasks that address Army standards, fundamentally focused on equipment movement and associated tasks from division to company level, to include installation tasks.Following 13 years of conflict, our Army is transitioning to an expeditionary force that is primarily based in the continental United States. Many of our Army's junior leaders, having become accustomed to rotationally deploying in support of Operation Iraqi Freedom/Operation New Dawn and Operation Enduring Freedom (Afghanistan), have limited experience in executing short-notice deployments. Deployments in the recent past have been characterized by units receiving equipment in theater rather than deploying all of their organic equipment from home station, as well as the robust use of contractors throughout the deployment and reception, staging, onward-movement, and integration process. In many cases, the fundamental skills required to execute short-notice deployments involving all of a unit's organic equipment have atrophied over the past years.
