The present volume has its origin in a meeting of philosophers, linguists and cognitive scientists that was held at Umea University, Sweden, September 24-26, 1993. The meeting was organized by the Department of Philosophy in cooperation with the Department of Linguistics, and it was called UmLLI-93, the Umea Colloquium on Dynamic Approaches in Logic, Language and Information. The papers published here are considerably expanded and revised versions of talks presented by invited speakers at this colloquium. The papers included here fall into three broad categories. In the first part of the book, Action, we have collected papers that concern the formal theory of action, the logic of nonns, and the theory of rational decision. The papers in the second part, Belief Change, concern the theory of belief dynamics in the tradition of Alchourr6n, Gardenfors and Makinson. The third part, Cognition, concerns abstract questions about knowledge and truth as well'as more concrete questions about the usefuleness and tractability of various graphic representations of infonnation. An additional and important topic of the colloquium concerned logical approaches to natural language. For the sake of the thematic unity of this book, and its appearance in the series Trends in logic, the colloquium papers related to language are not included here, but some of these contributions will appear in the philosophical journal Theoria.

Agenda Relevance is the first volume in the authors' omnibus investigation of the logic of practical reasoning, under the collective title, A Practical Logic of Cognitive Systems. In this highly original approach, practical reasoning is identified as reasoning performed with comparatively few cognitive assets, including resources such as information, time and computational capacity. Unlike what is proposed in optimization models of human cognition, a practical reasoner lacks perfect information, boundless time and unconstrained access to computational complexity. The practical reasoner is therefore obliged to be a cognitive economizer and to achieve his cognitive ends with considerable efficiency. Accordingly, the practical reasoner avails himself of various scarce-resource compensation strategies. He also possesses neurocognitive traits that abet him in his reasoning tasks. Prominent among these is the practical agent's striking (though not perfect) adeptness at evading irrelevant information and staying on task. On the approach taken here, irrelevancies are impediments to the attainment of cognitive ends. Thus, in its most basic sense, relevant information is cognitively helpful information. Information can then be said to be relevant for a practical reasoner to the extent that it advances or closes some cognitive agenda of his. The book explores this idea with a conceptual detail and nuance not seen the standard semantic, probabilistic and pragmatic approaches to relevance; but wherever possible, the authors seek to integrate alternative conceptions rather than reject them outright. A further attraction of the agenda-relevance approach is the extent to which its principal conceptual findings lend themselves to technically sophisticated re-expression in formal models that marshal the resources of time and action logics and label led deductive systems. How a computational framework can account for the successes and failures of human cognition At the heart of human intelligence rests a fundamental puzzle: How are we incredibly smart and stupid at the same time? No existing machine can match the power and flexibility of human perception, language, and reasoning. Yet, we routinely commit errors that reveal the failures of our thought processes. To say that Ray's research has had a deep impact on the field of Artificial Intel ligence is a considerable understatement. Better to say that anyone thinking of do ing work in areas like deductive databases, default reasoning, diagnosis, reasoning about action, and others should realize that they are likely to end up proving corol laries to Ray's theorems. Sometimes studying related work makes us think harder about the way we approach a problem; studying Ray's work is as likely to make us want to drop our way of doing things and take up his. This is because more than a mere visionary, Ray has always been a true leader. He shows us how to proceed not by pointing from his armchair, but by blazing a trail himself, setting up camp, and waiting for the rest of us to arrive. The International Joint Conference on Ar tificial Intelligence clearly recognized this and awarded Ray its highest honor, the Research Excellence award in 1993, before it had even finished acknowledging all the founders of the field. The papers collected here sample from many of the areas where Ray has done pi oneering work. One of his earliest areas of application was databases, and this is re flected in the chapters by Bertossi et at. and the survey chapter by Minker.
