As the first intellectual history of Song, Yuan, and Ming China written from a local perspective, Localizing Learning shows how literati learning in Wuzhou came to encompass examination studies, Neo-Confucian moral philosophy, historical and Classical scholarship, encyclopedic learnedness, and literary writing, and traces how debates over the relative value of moral cultivation, cultural accomplishment, and political service unfolded locally. The book is set in one locality, Wuzhou (later Jinhua), a prefecture in China’s Zhejiang province, from the twelfth through the sixteenth century. Its main actors are literati of the Song, Yuan, and Ming, who created a local tradition of learning as a means of cementing their common identity and their claim to moral, political, and cultural leadership. Close readings of philosophical and literary texts with quantitative analysis of social and kinship networks consider why and how the local literati enterprise was built. By treating learning as the subject, it broadens our perspective, going beyond a history of ideas to investigate the social practices and networks of kinship and collegiality with which literati defined themselves in local, regional, and national contexts.

This volume contains selected papers presented at the Second Asia-Paci c C- ference on Simulated Evolution and Learning (SEAL’98), from 24 to 27 Nov- ber 1998, in Canberra, Australia. SEAL’98 received a total of 92 submissions (67 papers for the regular sessions and 25 for the applications sessions). All papers were reviewed by three independent reviewers. After review, 62 papers were - cepted for oral presentation and 13 for poster presentation. Some of the accepted papers were selected for inclusion in this volume. SEAL’98 also featured a fully refereed special session on Evolutionary Computation in Power Engineering - ganised by Professor Kit Po Wong and Dr Loi Lei Lai. Two of the ve accepted papers are included in this volume. The papers included in these proceedings cover a wide range of topics in simulated evolution and learning, from self-adaptation to dynamic modelling, from reinforcement learning to agent systems, from evolutionary games to e- lutionary economics, and from novel theoretical results to successful applications, among others. SEAL’98 attracted 94 participants from 14 di erent countries, namely A- tralia, Belgium, Brazil, Germany, Iceland, India, Japan, South Korea, New Z- land, Portugal, Sweden, Taiwan, UK and the USA. It had three distinguished international scientists as keynote speakers, giving talks on natural computation (Hans-Paul Schwefel), reinforcement learning (Richard Sutton), and novel m- els in evolutionary design (John Gero). The precise localization of radio frequency (RF) transmitters in outdoor environments has been an important research topic in various fields for several years. Nowadays, the functionalities of many electronic devices are based on the position data of a radiofrequency transmitter using a Wireless Sensor Network (WSN). Spatially separated sensor scan measure the signal from the transmitter and estimate its location using parameters such as Time Of Arrival (ToA), Time Difference Of Arrival (TDOA), Received Signal Strength (RSS) or Direction Of Arrival (DOA). However, certain obstacles in the environment can cause reflection, diffraction, or scattering of the signal. This so called multipath effect affects the measurements for the precise location of the transmitter. Previous studies have discarded multipath information and have not considered it valuable for locating the transmitter. Some studies used ray tracing (RT) to create position fingerprints, without reference measurements, in a simulated scenario. Others tested this concept with real measurement data, but this proved to be a more cumbersome method due to practical problems in the outdoor environment. This thesis exploits the concept of Channel Impulse Response (CIR) to address the problem of precision in outdoor localization environments affected by multipath. The study aims to fill the research gap by combining multipath information from simulation with real measurements in a machine learning framework. The research question was whether the localization could be improved by combining real measurements with simulations. We propose a method that uses the multipath fingerprint information from RT simulation with reference transmitters to improve the location estimation. To validate the effectiveness of the proposed method, we implemented a TDoA location system enhanced with multipath fingerprints in an outdoor scenario. This thesis investigated suburban and rural areas using well-defined reflective components to characterize the localization multipath pattern. The results confirm the possibility of using multipath effects with real measurements to enhance the localization in outdoor situations. Instead of rejecting the multipath information, we can use them as an additional source of information.

Since its adoption in 2015, the 2030 Agenda on Sustainable Development has shaped not only international development cooperation but also the design of national trajectories for social and economic development. The term "localizing the Sustainable Development Goals (SDGs)" has been used to capture the importance of subnational governments for achieving national SDG agendas.
