The objective of this analysis is to reduce the policy and management process costs of Congressionally mandated Live Fire Test and Evaluation procedures in the new Performance Based Defense Acquisition environment. The service and acquisition program independent Live Fire Test and Evaluation Community has not fully recognized the changing defense acquisition business environment and modified policy and business processes to account for the changes. It is not the purpose of this paper to dispute the need for live fire test and evaluation, which is and will remain, a key component of the defense acquisition process in order to ensure combat system survivability and/or lethality. This paper explores the historical background, features and resourcing of DOD's Life Fire Test and Evaluation Program. Further, the paper examines how simulation and risk management might be integrated to ensure user confidence in weapon systems, while seeking a more effective and affordable process. The paper makes four recommendations to that end.

The Live Fire Test Law mandates realistic survivability and lethality testing of covered systems or programs. A provision of the law permits the Secretary of Defense to waive tests if live fire testing would be "unreasonably expensive and impractical." Though no waiver was requested before the F-22 program entered engineering and manufacturing development, the Defense Department later asked that Congress enact legislation to permit a waiver to be granted retroactively. Rather than enact such legislation, Congress requested a study to explore the pros and cons of full-scale, full-up testing for the F-22 aircraft program. The book discusses the origin of testing requirements, evaluates the practicality, affordability, and cost-benefit of live fire tests, and examines the role of testing, modeling, and data bases in vulnerability assessment.

This instruction provides guidance and procedures for conducting Air Force LFT & E programs. In compliance with LFT & E legislation, the conduct of Air Force LFT & E is a subset of the overall LFT & E program that the Air Force normally accomplishes to satisfy LFT & E requirements to build survivable and lethal combat systems. Additionally, compliance with LFT & E legislation will generate additional test and reporting requirements over and above normal Air Force test and reporting requirements. This instruction explains these additional requirements. LFT & E legislation, Title 10, U.S.C. section 2366, chapter 139, contains LFT & E requirements for vulnerability and lethality of covered systems, major munitions programs, and product improvements (that significantly affect vulnerability or lethality) to covered systems and major munitions programs. Consult with the Office of the Secretary of Defense (OSD) and Air Force General Counsel offices if necessary to determine whether a system, program, or product improvement is subject to the LFT & E legislation. Send inquiries and information requests on LFT & E legislation through standard Air Force chains of command. DoDI 5000.2, DoD 5000.2M, and Title 10 2366 U.S.C. chapter 139, appendix B, provide OSD guidance for implementation of the LFT & E legislation and outlines OSD requirements for detailed LFT & E plans. AFI 62-201, System Survivability, outlines the procedures for the life-cycle management of survivable Air Force systems.
