Excerpt from Abraham Lincoln's Legislative Career He was careful to revise the speeches he delivered in Con gress before release, and which were then printed in pamphlet form for home distribution. He had no fear of ultimate vindication and of the triumph of right, hence he urged the distribution of his speeches, though assured by Herndon and others that he was losing friends and was destroying his politi cal future. It was while in Congress that he had time to studyand survey the processes of government. It was during that period that he began to know the men who were to become the great figures of the Civil War on both sides. It was during his one Congressional term that he began to study the tactics and utterances 'of Douglas, and to estimate the hold he had upon his party, and how to dislodge him when the hour struck. It was then that he met and came to know Stephens (the Vice President of the Confederacy ten years later) and unconsciously, perhaps, began a mental joint debate with the leaders of the slave party. From Congress he slid into the Taylor Presidential cam paign, and made a great number of addresses, attempting the impossible task of keeping the, even then, disintegrating Whig Party alive. Thcy began to call for him in other states. He was able to see that the dav of Henry Clay had passed that Webster and Calhoun and Benton had seen their day - were visibly aging - were about ready to retire - that new men, younger men, were needed to carry on the fight if slavery was to be ultimately extinguished and the Union kept to gether. Excerpt from Abraham Lincoln Then began his public life. Every ambitious young lawyer aspired to go to the legislature, and Lincoln served four terms in the lower house of Illinois. There is very little record of. His life in that period. He made rather faint and declining love to one or two girls, and finally carried off Mary Todd from under the addresses of Stephen A. Douglas, who was destined to be his great rival. Then in 1846 he was elected to Con gress on an agreement that he should serve only a single term. Somehow he could not strike the key of that Congress. He boasted that he had voted forty-two times for the principle of the Wil mot proviso against slavery; but his few recorded speeches are among the poorest of his writings; and from the end of his term in 1849 till his inauguration as president twelve years later he held no public office, and Douglas was able later to twit him with being a disappointed man. Excerpt from President Lincoln's Successor Congress to a greater extent than is known 1n any other legislative body. The President of the United States cannot appoint the members of his Cabinet, nor any Federal officer whatever, without the con sent and endorsement of the Senate he is but the executor of the national will as declared by the national representatives the servant, in fine, of the servants of the people. It is therefore of the first importance that' the Chief Magistrate to be chosen in this crisis should be one who has given ample guarantees that he will carry out the will of the majority; not a mere representative or tool of a clique of political schemers, nor an ambitious man, ready, at a favourable opportunity, to thwart or control the national decision. The President pos sesses to a limited extent the power of initiative he can recommend to Congress the introduction of measures, and veto any legislative act which, in his judgment, may be detrimental to the interests of the Republic. It is this recommendatory power, shap ing and directing as it were the national will, which invests the election of mr. Lincoln's successor with such overwhelming importance; for recon struction of the Union means naught else than the new-birth of the Republic - the re-enacting of the fundamental law, upon and within which the whole assemblage of States is henceforward to be governed. He was born in a log cabin. He went to school but little, because he lived where there were no schools. When a boy and young man he worked hard with his hands and it gave him a healthy body. He studied a few good books and it gave him a clear head. He liked history. He mastered mathematics and did surveying. He was interested in politics, and his mind grasped the laws easily. He read about the principles of government, and thought about the rights of men. He became a lawyer. He was elected to the Legislature of Illinois, and then to the Congress of the United States. The experiences thus gained helped to make him a successful lawyer. He was much interested in the affairs of the people, in universal justice, and in the good of his country. He thought for himself, and he thought hard and straight. He had a keen sense of humor and a fine gift of wit. He wrote so plainly, and he spoke in public so clearly, that all the people could understand him. But he had even greater qualities. His habits were simple and he lived without great show. He was true and sincere, and the people believed in him. All these things made him a leader, a statesman, and a very great man. The country was deeply agitated about slavery. It had existed in all of the states in earlier years, and it then existed in all of the Southern States, where there were five millions of slaves. He abhorred human bondage, but he abhorred war also. The laws allowed slavery in the South, and he thought it impossible to change the laws and abolish slavery without bringing on a war between the Northern and the Southern States. He hoped for an easier and better way. But many tried to carry slavery into the new states and territories that were being formed beyond the Mississippi river. He was opposed to that, whether war came or not. He spoke hundreds of times against it, and what he said made him President of the United States. This brought on a dreadful war, which lasted four years. Great armies of citizens were organized to save the Union.
