Book Description
This title was first published in 2001. This work is a response to criticisms that investment liberalization in the APEC region is not moving quickly enough. It commences with a historical overview of APEC's process for investment liberalization and a description of current foreign direct investment policies for each of the APEC economies. It then argues that there are significant constraints to further liberalization arising from economic development concerns in the developing countries and political considerations in both developed and developing countries in the region. It also suggests that a truly liberalized investment environment would involve the removal of investment incentives. Again, there are political and institutional reasons that make this difficult. With several suggestions for further research that should better inform policy makers, this is an informative insight into the complex issues involved in the liberalization process in the APEC region.

Book Description
This paper contributes to the broader examination of liberalization within APEC. It complements the review paper on competition policy prepared by New Zealand last year and the subsequent discussions that took place at the Competition Policy Seminar held in Auckland in July 1995. It is relevant to a number of issues in the work plan of the Economic Committee of APEC, in particular he proposed research on the links between technology and foreign investment. The intent of this paper is to inform the dialogue among APEC members by providing a conceptual approach that directs attention to some important issues with respect to framework policies in general, and to competition and intellectual policies in particular. As such, it does not contain specific recommendations.

Book Description
This book focuses on the Asia-Pacific region, delineating the evolving dynamics of foreign investment in the region. It examines the relationship between efforts to increase foreign direct investment (FDI) and efforts to improve governance and inclusive growth and development. Against a background of rapidly developing international investment law, it emphasises the need to strike a balance between these domestic and international legal frameworks, seeking to promote both foreign investment and the laws and policies necessary to regulate investments and investor conduct. Foreign investments play a pivotal role in most countries’ political economies, and in order to encourage cross-border capital flows, countries have taken various steps, such as revising their domestic legal frameworks, liberalising rules on inward and outward investment, and creating special regimes that provide incentives and protections for foreign investment. Alongside the developments in domestic laws, countries have also taken bilateral and multilateral action, including entering into trade and/or investment agreements. Further, the book explores regional investment trends, highlights specific features of Asia-Pacific investment laws and treaties, and analyses policy implications. It addresses four overarching themes: the trends (how Asia-Pacific’s agreements compare with recent global trends in the evolving rules on foreign investment); what China is doing; current investment arbitration practice in Asia; and the importance of regionalising investment law in the Asia-Pacific region. In addition, it identifies and discusses the research and policy gaps that should be filled in order to promote more sustainable and responsible investment. The book offers a valuable resource not only for academics and students, but also for trade and investment officials, policy-makers, diplomats, economists, lawyers, think tanks, and business leaders interested in the governance and regulation of foreign investment, economic policy reforms, and the development of new types of investment agreements.

This includes identifying the range of approaches taken in respect of these elements. The study sample, selected by APEC, includes 28 international investment agreements (IIAs) between and/or involving APEC member economies. These comprise 14 bilateral investment treaties (BITs) and 14 preferential trade and investment agreements (PTIAs).The report also provides a means for considering how different IIA address three possible objectives: investment liberalisation, investment protection, and investment promotion.

Book Description
Given the rising criticisms of and growing doubts about globalisation, this timely edited volume looks at globalisation and its economic impact on eight countries in Asia and the Pacific region, namely Australia, China, Indonesia, Japan, Malaysia, Thailand, the United States (US), and Vietnam. The eight selected countries are members of the Asia-Pacific Economic Cooperation (APEC) forum and yet the economies of these member countries have benefited differently from globalisation. This book summarises findings from existing academic literature in a coherent framework and reviews them critically to provide a balanced analysis. It also identifies the mechanisms through which globalisation impacts economies and explains how understanding of such mechanisms can be useful for formulating policies, which would benefit from globalisation while achieving inclusive economic growth in the context of rising nationalism and protectionism. Book Description
This book aims to stimulate thought and discussion on a number of important issues relating to foreign direct investment(FDI). Each chapter is written by an expert or experts in the field, and each can stand alone in the perspectives it offerson FDI issues. However, taken together, a number of key themes emerge, reflecting policy issues which impact businessesin making FDI and which are being grappled with by government negotiators and regulators. The themes reflectmany of the issues under constant consideration by APEC and raised by the APEC Business Advisory Council in itsrecommendations to APEC economy leaders. These issues - the need for continuing trade and investment liberalisation, the need for policy openness, the need to build effective global value chains and enhance supply chain connectivity, theneed to integrate services through the region and to accelerate and facilitate infrastructure investment, and the need tosupport SMMEs in their development - are all touched on in this book.
