Notre travail traite de la gestion intégrée des ressources en eau (GIRE), approche désormais reconnue au plan international comme la solution durable la plus efficace pour répondre aux problèmes d'eau. Par notre démarche, nous cherchons plus spécifiquement à comprendre comment le principe se déploie dans le contexte d'un pays en voie de développement. Notre cas est celui du Burkina Faso. Bien que le pays soit affecté par de graves problèmes d'insuffisance en eau, il a été observé par plusieurs experts que le plus grand problème de l'Afrique subsaharienne n'est pas la trop faible présence d'eau sur le territoire, mais bien la mauvaise maîtrise de la ressource. C'est donc pour tenter d'y pallier que depuis 2001, le Burkina Faso déploie un Plan de mise en oeuvre de la gestion intégrée des ressources en eau (PAGIRE). Dans cette recherche, nous souhaitons mettre en lumière quelles sont les transformations politiques proposées par le PAGlRE et jusqu'à quel point le Burkina Faso est capable de les intégrer à ses pratiques. En effet, la GIRE s'inscrit dans un contexte de gouvernance, ce qui interpelle les façons de faire traditionnelles de l'État. Pour y arriver, nous avons choisi d'utiliser les outils théoriques de l'action publique. Acteurs pluriels, lieux et niveaux de gestion démultipliés, transformation du rôle de l'État, nouvelle définition territoriale, apport de la science et transformation des stratégies de financement sont les principaux thèmes à travers lesquels nous avons analysé les transformations politiques de la GIRE au Burkina Faso. Ainsi, l'État central n'est plus le seul acteur responsable des stratégies de gestion de la ressource. Pour intégrer les nouveaux acteurs à la structure institutionnelle du pays, de nouveaux lieux de gestion ont été définis, à la fois sur la base des divisions territoriales existantes, mais aussi sur la base du bassin versant, espace le plus adéquat pour gérer la ressource de façon rationnelle.
