L'étude du régime en droit de l'environnement des plates-formes industrielles, regroupant en un même lieu plusieurs activités souvent connexes relevant de personnalités juridiques distinctes, révèle les lacunes du droit des installations classées face à la multi-exploitation Elles font ainsi l'objet de deux régimes juridiques qui se superposent : un régime de droit privé issu des divers contrats conclus entre les intervenants et un régime de droit public, à travers l'application de la réglementation des installations classées dont les pierres angulaires sont la qualité d'exploitant et l'unité d'exploitation. Ces fondements rendent difficiles la pleine effectivité de la protection de l'environnement notamment lors de l'appréciation et la prévention des risques environnementaux qui doivent être à la fois collective et individuelle. Ses difficultés se retrouvent également lors de la remise en état des sols en fin d'exploitation. Les expériences des industriels pour faire face à ces lacunes sont toutefois riches d'enseignement.
