The G20 has become the preeminent international economic and financial policy making body in the aftermath of the global financial crisis of 2007-2009. In the early phase of the financial crisis, the G20 made considerable progress with its measures to stabilize the global economy (London Summit of 2009). However, its subsequent initiatives have not kept pace with the challenges of a weakening global economy and the need for effective international financial regulatory reforms. This lack of success can be attributed in part to the G20's unaccountable institutional structure that lacks legitimacy under international law. The G20's current institutional structure fails to respect the principle of a democratic and equitable international order as set forth in various United Nations instruments. To overcome these institutional shortcomings, this article considers a number of proposals to reform the G20 and to enhance international economic governance. This would lead to a redefined and broader mandate for the G20, allowing non-G20 countries to participate in a meaningful way in G20 policy formulation. It also suggests that the G20 integrate its operations more durably to existing international economic organisations, such as the UN ECOSOC, IMF, World Bank and WTO, in order to build a more effective and complementary global economic governance structure. By doing so, the G20 would enhance its effectiveness and credibility in addressing the important challenges facing the global economy.

Coping with the challenges of global economic governance is a topical issue of the current international agenda, and the object of a vivid debate among scholars and policy-makers. The international financial and economic crisis that erupted in 2007 reveals the fallibility of the neoliberal paradigm that has dominated the world economic landscape for the last quarter of a century; regulatory and supervisory institutions have disclosed their weaknesses, and markets have shown their limits in dealing with the rational allocation of risks, and their lack of resilience to shocks. Legitimacy is central for the capacity of global governance institutions to address problems such as climate change, trade protectionism, and human rights abuses. However, despite legitimacy's importance for global governance, its workings remain poorly understood. That is the core concern of this volume: to develop an agenda for systematic and comparative research on legitimacy in global governance. In complementary fashion, the chapters address different aspects of the overarching question: whether, why, how, and with what consequences global governance institutions gain, sustain, and lose legitimacy? The volume makes four specific contributions. First, it argues for a sociological approach to legitimacy, centered on perceptions of legitimate global governance among affected audiences. Second, it moves beyond the traditional focus on states as the principal audience for legitimacy in global governance and considers a full spectrum of actors from governments to citizens. Third, it advocates a comparative approach to the study of legitimacy in global governance, and suggests strategies for comparison across institutions, issue areas, countries, societal groups, and time. As the global community reflects on the contentious outcomes of the summits of the Group of 20 (G20) and looks to future presidencies to come up with ambitious agendas, the legitimacy and effectiveness of both the G20 and the Group of Seven (G7) and the Group of Eight (G8) are put to the test. The G20's claim to serve as the premier forum for its members' international economic cooperation needs to be supported by its ability to show political leadership in steering the world to a new international order, deliver on its pledges, account for decisions made at its summits, and engage with a wide range of partners. The G20's early success in managing the global financial crisis does not predetermine its role as a global governance steering committee. Although it may have eclipsed the smaller group, assertions of the demise of the G7/8 are premature. Much qualitative analysis supports the sometimes contradictory perspectives on the future of G7/8 and G20 summitry. This chapter attempts to put both institutions within the same assessment paradigm using a functional approach. This approach allows a comparison of the G7/8 and G20 across three groups of indicators: the performance of global governance functions, accountability, and compliance; contribution to the global governance agenda; and engagement with other international institutions. It thus contributes to a quantifiable evidence base for assessing the effectiveness of these two institutions and informing the forecast of their future roles. This analysis looks at the balance and dynamics of the main global governance functions of deliberation, direction setting, decision making, delivery, and the development of global governance as expressed in G7/8 and G20 documents, including summit declarations, ministerial statements, progress reports, and material issued by officials and working groups. Contribution to the global governance agenda was assessed on the basis of comparative weights of the key issues in G8 and G20 documents, the dynamics of their agendas, and responsiveness to new challenges. Finally, the contribution of the two groups to effective multilateralism was assessed on the basis of the intensity and modes of engagement with other multilateral institutions on key priorities and values. The analysis covers the period from 2008, when the G20 leaders first began meeting, to 2013.
