Excerpt from Legislative History: Public Law 85-77, H. R. 5189 Because the administration failed to take prompt action in submit ting the long-range plan referred to in the President's message, Congress in the closing days of the last session passed Public Law 733 authorizing additional purchases of these four minerals as interim assistance to the industry. The budget estimate submitted to initiate the program was sent directly to the Senate and there was no opportunity for consideration Of the request by the House Appropriations Committee. In the first conference report on the Second Supplemental Appropriation Act, the appropriation Of inserted by Senate was rejected and the report was adopted by the House. When the Senate refused to accept the conference action, the House Committee finally agreed on a reduced amount Of until it could have an Opportunity to review the program at the beginning of the current session.
