Citizenship was the most important mark of political belonging in Europe in the twentieth century, while estate, religion, party, class, and nation lost political significance in the century of extremes. This is shown by examining the legal institution of citizenship, with its deciding influence on the limits of a political community, on inclusion and exclusion. Citizenship determined a person's protection, equality, and freedom and thus his or her chances in life and very survival. This book recounts the history of citizenship in Europe as the history of European statehood in the twentieth and early twenty-first centuries. It does so from three vantage points: as the development of a legal institution crucial to European constitutionalism; as a measure of an individual's opportunities for self-fulfilment ranging from freedom to totalitarian subjugation; and as a succession of alternating, often sharply divergent political regimes, considered from the perspective of their inclusivity and exclusivity, and its justification. The European history of citizenship is discussed in this book on the basis of six selected countries: Great Britain, France, Germany, Czechoslovakia, Poland, and Russia. For the first time, a joint history of citizenship in Western and Eastern Europe is told here, from the heyday of the nation state to our present day, which is marked by the crises of the European Union. It is the history of a central legal institution that significantly represents and at the same time determines struggles over migration, integration, and belonging. One of the central concerns of this book is what lessons can be learned when it comes to the future chances of European citizenship.

The surveillance of immigrants and potential terrorists preoccupies leaders throughout the industrialized world. Yet these concerns are hardly new. Policing Paris examines a critical moment in the history of immigration control and political surveillance. Drawing on massive police archives and other materials, Clifford Rosenberg shows how in the years after the Great War the French police, terrified by the Bolshevik Revolution and the specter of immigrant criminality, became the first major force anywhere systematically to enforce distinctions of citizenship and national origins. As the French capital emerged as a haven for refugees, dissidents, and workers from throughout Europe and across the Mediterranean in the 1920s, police officers raided immigrant neighborhoods to scare illegal aliens into registering with authorities and arrested those whose papers were not in order. The police began to concentrate on colonial workers from North Africa, tracking these workers with a special police brigade and segregating them in their own hospital when they fell ill. Transformed by their enforcement, legal categories that had existed for hundreds of years began to matter as never before. They determined whether or not families could remain together and whether people could keep their jobs or were forced to flee. During World War II, identity controls marked out entire populations for physical destruction. The treatment of foreigners during the Third Republic, Rosenberg contends, shaped the subsequent treatment of Jews by Vichy. At the same time, however, he argues that the new methods of identification pioneered between the wars are more directly relevant to the present day. They created forms of inclusion and inequality that remain pervasive, as industrial welfare states around the world find themselves compelled to provide benefits to their own citizens and recruit foreign nationals to satisfy their labor needs.

Charts the origins of the modern human rights discourse in continental Europe, with a focus on France...presents both a chronicle of Rights of Man in Third Republic France, and a day-to-day history of the French League of the Rights of Man. The League derived much of its prestige from the Declaration of the Rights of Man of August 1789, as well as from myths born out of the Dreyfus Affair. Yet, it was primarily French nationalism, imperialism, and corporatism developed by the League in its first fifty years that benefited from the autochthonous language of human rights, not liberalism and individualism. In addition, the interwar European stalemate regarding a range of issues--liberty vs. equality, pacifism vs. militarism, full citizenship vs. stratified kinship--produced an anemic response to the Vichy regime (1940-1944). After the liberation of France, the League never regained its prewar prestige, despite the fact that one of its members, René Cassin, helped draft the 1948 Universal Declaration of Human Rights--from abstract.
