The economic and social prospects are daunting for the 89 million out-of-school youth who comprise nearly half of all youth in Sub-Saharan Africa. Within the next decade, when this cohort becomes the core of the labor market, an estimated 40 million more youth will drop out, and will face an uncertain future with limited work and life skills. Furthermore, out-of-school youth often are 'policy orphans,' positioned between sectors with little data, low implementation capacity, lack of interest in long-term sustainability of programs, insufficient funds, and little coordination across the different government agencies. This report provides a diagnostic analysis of the state of out-of-school youth in Sub-Saharan Africa, focusing on the 12- to 24-year-old cohort. This report also examines the decision path youth take as they progress through the education system and the factors that explain youth's school and work choices. It finds that individual and household characteristics, social norms, and characteristics of the school system all matter in understanding why youth drop out and remain out of school. In particular, six key factors characterize out-of-school youth: (i) most out-of-school youth drop out before secondary school; (ii) early marriage for female youth and (iii) rural residence increase the likelihood of being out of school; (iv) parental education level and (v) the number of working adults are important household factors; and (vi) lack of school access and low educational quality are binding supply-side constraints. Policy discussions on out-of-school youth are framed by these six key factors along with three entry points for intervention: retention, remediation, and integration. This report also reviews policies and programs in place for out-of-school youth across the continent. Ultimately, this report aims to inform public discussion, policy formulation, and development practitioners' actions working with youth in Sub-Saharan Africa.

The liberation of Belgium by Allied troops in September 1944 marked the end of a harsh German Occupation, but also the beginning of a turbulent and decisive period in the history of the country. There would be no easy transition to peace. Instead, the rival political forces of King Leopold III and his supporters, the former government in exile in London, and the Resistance movements which had emerged during the Occupation confronted each other in a bitter struggle for political ascendancy. The subsequent few years were dominated by an almost continual air of political and social crisis as Resistance demonstrations, strikes, and protests for and against the King appeared to threaten civil war and the institutional dissolution of the country. And yet by 1947 a certain stability had been achieved: the Resistance groups had been marginalised, the Communist Party was excluded from government, the King languished in unwilling exile in Switzerland, and, most tangibly, the pre-war political parties and the parliamentary political regime had been restored. In this substantial contribution to the history of the liberation era in Europe, Martin Conway provides the first account, based on substantial new archival material, of this process of political normalisation, which provided the basis for the integration of Belgium into the post-war West European political order. That success, however, came at a cost: the absence of any substantial political reform after the Second World War exacerbated the tensions between the different social classes, linguistic communities, and regions within Belgium, providing the basis for the gradual unravelling of the Belgian nation-state which occurred over the second half of the twentieth century.

Revolutionary Warfare investigates how efforts to counter a revolution could also be revolutionary. The Algerian War fractured the French Empire, destroyed the legitimacy of colonial rule, and helped launch the Third Worldist movement for the liberation of the Global South. By tracing how French generals, officers, and civil officials sought to counter Algerian independence with their own project of radical social transformation, Terrence G. Peterson reveals that the conflict also helped to transform the nature of modern warfare. The French war effort was never defined solely by repression. As Terrence G. Peterson details, it also sought to fashion new forms of surveillance and social control that could capture the loyalty of Algerians and transform Algerian society. Hygiene and medical aid efforts, youth sports and education programs, and psychological warfare campaigns all attempted to remake Algerian social structures and bind them more closely to the French state. In tracing the emergence of such programs, Peterson reframes the French war effort as a project of armed social reform that sought not to preserve colonial rule unchanged, but to revolutionize it in order to preserve it against the global challenges of decolonization. Revolutionary Warfare demonstrates how French officers' efforts to transform warfare into an exercise in social engineering not only shaped how the Algerian War unfolded from its earliest months, but also helped to forge a paradigm of warfare that dominated strategic thinking during the Cold War and after: counterinsurgency.
