"In July 2012, the Green Infrastructure Finance Framework Report was published to address the constraints in financing green infrastructure and to develop a new PPP-based approach to accelerate investments in low emission technologies. The approach calls for assessing the “Green Investment Climate” of a given country in order to develop country-specific recommendations for policy and incentive programs as well as other measures which can be introduced in order to further promote green growth in an economy. This report includes one of the first Green Investment Country Profiles completed for the East Asia and Pacific Region as part of bringing the approach closer to operational status. The initial countries include China, Philippines, Vietnam, Malaysia, Indonesia, Singapore and South Korea. In his address marking the 60th anniversary of Korea's foundation in 2008, President Lee Myung-bak declared 'Low Carbon Green Growth' as the country's new vision to lead the country's development for the next decades. In 2009, the government announced the 'National Strategy for Green Growth' up to 2050, to be gradually implemented through five-year plans. The national strategy envisages three main objectives, such as (1) mitigation of climate change and the strengthening of the country's energy independence, (2) creation of new growth engines, and (3) improvement of the quality of people's lives and enhancement of Korea's international status. While economic and social indicators in many Middle East and North Africa (MENA) countries have improved over the past three decades, the region’s blue natural assets—clean air, healthy seas, and coastlines—have degraded virtually everywhere. Air pollution levels in the region’s cities are among the highest in the world. Per capita marine plastic pollution is among the highest in the world; coastal erosion rates are the second fastest in the world. These combined challenges threaten local communities, livelihoods, and economies.
