This book brings together recent research on the sociopolitical history of Latin American statistics from the nineteenth to the first half of the twentieth century. Reflecting the influence of social constructivism in the social sciences, it sheds new light on the historical emergence and development of both statistical reasoning and practices within a region traditionally seen as a passive consumer of foreign-produced theories and methods. By analysing the processes of institutionalisation of statistics in different national spaces, from Mexico to the Southern Cone, these studies show the unique ways in which Latin America adapted and used this modern tool of government and social classification to build political regimes and scientific arenas. This book presents in-depth analyses of the data gathered for 26 years by the Political Elites of Latin America project (PELA), the most comprehensive database about the topic in the world. Since 1994, PELA has conducted around 9,000 personal interviews with representative samples of the Legislative Powers of 18 Latin American countries, generating a unique resource for the study of political elites in a comparative perspective. Now, this contributed volume brings together studies that dig into the data gathered by PELA to discuss important topics related to the challenges faced by representative democracy in Latin America. After an introductory chapter that presents the potential of the PELA database, the book is structured in two parts. The first addresses in eight chapters important aspects of representative democracy such as political ambition, political trust, satisfaction with democracy, clientelism and the quality of democracy. It then discusses three relevant issues in Latin American political dynamics such as executive-legislative relations, women's participation as representatives, and the meaning of China and the United States in national politics. The second part addresses in five chapters studies of seven national cases that are representative of regional heterogeneity. These chapters aim to examine parliamentarian elites’ attitudes in different political systems with regard to a variety of relevant issues such as institutional trust, satisfaction with democracy, Executive-Legislative relations, clientelism, and gender questions. Furthermore, these chapters intend to evince the evolution of such attitudes in the course of the last two decades. In this volume, experts on Latin American public opinion and political behavior employ region-wide public opinion studies, elite surveys, experiments, and advanced statistical methods to reach several key conclusions about voting behavior in the region’s emerging democracies. In Latin America, to varying degrees the average voter grounds his or her decision in factors identified in classic models of voter choice. Individuals are motivated to go to the polls and select elected officials on the basis of class, religion, gender, ethnicity and other demographic factors; substantive political connections including partisanship, left-right stances, and policy preferences; and politician performance in areas like the economy, corruption, and crime. Yet evidence from Latin America shows that the determinants of voter choice cannot be properly understood without reference to context—the substance (specific cleavages, campaigns, performance) and the structure (fragmentation and polarization) that characterize the political environment. Voting behavior reflects the relative youth and fluidity of the region’s party systems, as parties emerge and splinter to a far greater degree than in long-standing party systems. Consequently, explanations of voter choice centered around country differences stand on equal footing to explanations focused on individual-level factors.

Under what conditions do political institutions develop that are capable of promoting economic and social elites' accommodation to democracy? The importance of this question for research on regime change and democracy in Latin America lies in two established political facts: alliances between upper-class groups and the armed forces have historically been a major cause of military intervention in the region, and countries with electorally viable national conservative parties have experienced significantly longer periods of democratic governance since the 1920s and 1930s than have countries with weak conservative parties. The contributors to this book examine the relationship between the Right and democracy in Argentina, Brazil, Chile, Colombia, El Salvador, Peru, and Venezuela during the 1980s and 1990s. The authors focus particularly on the challenges that democratization may pose to upper-class groups; the political role of conservative parties and their electoral performance during these two crucial decades; and the relationships among conservative party strength or weakness, different modes of elite interest representation, and economic and social elites' support for political democracy.
