This dissertation is intended to integrate natural hazards (earthquakes) into land use management with three levels of hazard assessment: hazard identification, vulnerability assessment, and risk analysis. Natural hazards are the results of natural catastrophic events and human activities. It argues that land use management is one of the most sustainable ways of achieving the goal of natural hazard mitigation. It also advocates incorporating three levels of hazard assessment into each phase of the land use planning process. It begins with a literature review that indicates hazard mitigation has not been a main goal in land use decision-making and hazard assessment has not been systematically incorporated into land use management. It uses a proposed model of sustainable hazard mitigation and a proposed integrated framework to strengthen the theoretical basis of this integration, as well as validates the framework with an empirical case study. It then explores the applications of three levels of hazard assessment in each phase of the land use planning process with a GIS-based computer software: HAZUS. The HAZUS output presents the applications of three levels of hazard assessment in characterizing scenario earthquakes, demarcating earthquake risk zones, choosing development patterns/intensities, locating essential facilities, and estimating risks associated with land use alternatives. Hopefully, the integration of hazard mitigation into land use management can fundamentally reduce the vulnerability and risk of a society from natural hazards, which will lead us to a more sustainable settlement pattern.
