Labor regimes under communism in East-Central Europe were complex, shifting, and ambiguous. This collection of sixteen essays offers new conceptual and empirical ways to understand their history from the end of World War II to 1989, and to think about how their experiences relate to debates about labor history, both European and global. The authors reconsider the history of state socialism by re-examining the policies and problems of communist regimes and recovering the voices of the workers who built them. The contributors look at work and workers in Albania, Bulgaria, Czechoslovakia, the German Democratic Republic, Hungary, Poland, Romania, and Yugoslavia. They explore the often contentious relationship between politics and labor policy, dealing with diverse topics including workers’ safety and risks; labor rights and protests; working women’s politics and professions; migrant workers and social welfare; attempts to control workers’ behavior and stem unemployment; and cases of incomplete, compromised, or even abandoned processes of proletarianization. As Europe’s Muslim communities continue to grow, so does their impact on electoral politics and the potential for inclusion dilemmas. In vote-rich enclaves, Muslim views on religion, tradition, and gender roles can deviate sharply from those of the majority electorate, generating severe trade-offs for parties seeking to broaden their coalitions. Dilemmas of Inclusion explains when and why European political parties include Muslim candidates and voters, revealing that the ways in which parties recruit this new electorate can have lasting consequences. Drawing on original evidence from thousands of electoral contests in Austria, Belgium, Germany, and Great Britain, Rafaela Dancygier sheds new light on when minority recruitment will match up with existing party positions and uphold electoral alignments and when it will undermine party brands and shake up party systems. She demonstrates that when parties are seduced by the quick delivery of ethno-religious bloc votes, they undercut their ideological coherence, fail to establish programmatic linkages with Muslim voters, and miss their opportunity to build cross-ethnic, class-based coalitions. This book provides a major new examination of the current dilemmas of liberal anti-racist policies in European societies, linking two discourses that are normally quite separate in social science: immigration and ethnic relations research on the one hand, and the political economy of the welfare state on the other. The authors rephrase Gunnar Myrdal's questions in An American Dilemma with reference to Europe's current dual crisis - that of the established welfare statefacing a declining capacity to maintain equity, and that of the nation state unable to accommodate incremental ethnic diversity. They compare developments across the European Union with the contemporary US experience of poverty, race, and class. They highlight the major moral-political dilemma emerging acrossthe EU out of the discord between declared ideals of citizenship and actual exclusion from civil, political, and social rights. Pursuing this overall European predicament, the authors provide a critical scrutiny of the EU's growing policy involvement in the fields of international migration, integration, discrimination, and racism. They relate current policy issues to overall processes of economic integration and efforts to develop a European 'social dimension'.
