Developing New National Data on Social Mobility summarizes a workshop convened in June 2013 to consider options for a design for a new national survey on social mobility. The workshop was sponsored by the National Science Foundation and convened by the Committee on Population and the Committee on National Statistics Division of Behavioral and Social Sciences and Education of the National Research Council. Scientific experts from a variety of social and behavioral disciplines met to plan a new national survey on social mobility that will provide the first definitive evidence on recent and long-term trends in social mobility, with the objectives of coming to an understanding of the substantial advances in the methods and statistics for modeling mobility, in survey methodology and population-based survey experiments, in opportunities to merge administrative and survey data, and in the techniques of measuring race, class, education, and income. The workshop also focused on documenting the state of understanding of the mechanisms through which inequality is generated in the past four decades. In the absence of a survey designed and dedicated to the collection of information to assess the status of social mobility, a wide variety of data sources designed for other purposes have been pressed into service in order to illuminate the state of social mobility and its trends. Developing New National Data on Social Mobility discusses the key decision points associated with launching a new national level survey of social mobility. This report considers various aspects of a major new national survey, including identifying relevant new theoretical perspectives and technical issues that have implications for modeling, measurement, and data collection.

"Barnow, Trutko, and Piatak focus on whether persistent occupation-specific labor shortages might lead to inefficiencies in the U.S. economy. They describe why shortages arise, the difficulty in ascertaining that a shortage is present, and how to assess strategies to alleviate the shortage. Four occupations are used as test cases: 1) special education teachers, 2) pharmacists, 3) physical therapists, and 4) home health and personal care aides. For each of these occupations the authors summarize evidence that reveals whether it is currently or has recently experienced a labor shortage and suggest possible ways to alleviate the shortage if it is present. The authors close with a chapter discussing their conclusions and potential uses for occupational shortage data, including in helping determine immigration policy. This volume contains papers presented at a conference in May 1988 in Washington, D.C., commemorating the fiftieth anniversary of the founding of the Conference on Research in Income and Wealth (CRIW). The call for papers emphasized assessments of broad topics in economic measurement, both conceptual and pragmatic. The organizers desired (and succeeded in obtaining) a mix of papers that, first, illustrate the range of measurement issues that economics as a science must confront and, second, mark major milestones of CRIW accomplishment. The papers concern prices and output (Griliches, Pieper, Triplett) and also the major productive inputs, capital (Hulten) and labor (Hamermesh). Measures of saving, the source of capital accumulation, are covered in one paper (Boskin); measuring productivity, the source of much of the growth in per capita income, is reviewed in another (Jorgenson). The use of economic data in economic policy analysis and in regulation are illustrated in a review of measures of tax burden (Atrostic and Nunns) and in an analysis of the data needed for environmental regulation (Russell and Smith); the adequacy of data for policy analysis is evaluated in a roundtable discussion (chapter 12) involving four distinguished policy analysts with extensive government experience in Washington and Ottawa.
