Un système technique s'est structuré dans un temps long, à Bordeaux, à partir du milieu du XIXe siècle. Après la mise en place d'un réseau d'approvisionnement en eau, la ville est confrontée à l'évacuation, puis l'épuration des effluents, dont le volume augmente alors que les contraintes sanitaires s'accroissent dans le cadre européen.La gestion de l'eau facturée s'inscrit désormais dans le cadre quasi-exclusif de la délégation de service public. Les communes ou établissements publics de coopération intercommunale (EPCI) signent de nombreux contrats avec la Lyonnaise des Eaux, présente depuis 1906 dans la banlieue bordelaise. Cent ans après, l'entreprise, premier opérateur du département, vend de l'eau à un million de Girondins (trois habitants sur quatre, dans une commune sur deux).Ce partenariat public-privé connaît un certain nombre de dérives. Les fortes hausses de prix sont contestées à partir des années 1990 par les consommateurs et la Chambre régionale des comptes, ce qui pousse les collectivités à mieux contrôler leur délégataire, parfois à renégocier les contrats signés. Une autre crise de l'eau, environnementale, concerne les nappes profondes qui, trop sollicitées, risquent d'être salinisées. C'est pourquoi une gestion concertée, entre tous les utilisateurs de cette ressource fragile, se met en place en Gironde dans le cadre d'un Schéma d'aménagement et de gestion des eaux (SAGE) qui impose des restrictions à la distribution publique, comme à tous les usagers.

Le projet de récupération d'eau d'exhaure de parkings s'inscrit dans une démarche de développement durable. Cette eau de récupération peut potentiellement être contaminée par des microorganismes et des composants chimiques à des concentrations élevées. L'objectif de la présente étude est d'évaluer le risque sanitaire encouru par les agents de nettoyage et les riverains exposés à cette eau lors du nettoyage de la voirie. Ce projet a été présenté en Commission Départementale d'Evaluation des Risques Sanitaires (CODERST) à la fin de l'année 2013.
