La compagnie française des pétroles (C.F.P.) joue un rôle fondamental, depuis sa création en 1924, dans l'élaboration et la conduite de la politique pétrolière de la France, politique dont le pivot est la part de 23,75% des pétroles d’Irak que la France détient depuis les accords de San Remo de 1920. En entrant dans la course au pétrole, la C.F.P. se heurte aux anglais et aux américains qui veulent garder la mainmise sur le marché français, et n'entendent pas partager les riches gisements du Proche et du Moyen-Orient. C'est ainsi que les alliés cherchent après la signature de l'armistice entre vichy et l’Allemagne en 1940 à évincer Vichy et les Forces Françaises Libres du Proche-Orient et la C.F.P. des pétroles irakiens. La C.F.P., soutenue par le gouvernement français, fait tout pour retrouver sa place dans l’Iraq Petroleum Company (I.P.C.) et au Proche-Orient entre 1945 et 1948. Non seulement la C.F.P. se bat pour récupérer ses actions séquestrées comme bien ennemi pendant la guerre, mais elle cherche aussi à mettre en valeur sa part des pétroles d’Irak et à augmenter la capacité des pipe-lines traversant la Syrie et le Liban. La C.F.P. doit ainsi répondre aux impératifs de la reconstruction et donner à la France les moyens de son indépendance énergétique. Sous l'effet conjugué du nationalisme arabe exacerbé par la création d'Israël, de l'entrée de la guerre froide au Proche-Orient, du soutien déclaré de la France à Israël et de la guerre d'Algérie, la C.F.P. voit entre 1948 et 1958 tous les fondements de sa politique pétrolière remis en question.
