Il faudra quelques décennies pour que toutes les provinces entrent dans la ronde et s’occupent sérieusement de cette question, mais de 1990 à 2010, on assiste bel et bien à la fédéralisation progressive de la gouvernance de l’immigration. Et même si le Canada maintient son approche générale envers les nouveaux arrivants, les dix provinces n’en élaborent pas moins des stratégies officielles d’immigration et appliquent diverses politiques de sélection et d’intégration. Par le recours à une analyse combinant plus de 70 entretiens et de nombreux documents gouvernementaux et d’archives, le présent ouvrage montre que la fédéralisation est en grande partie le résultat de la mobilisation des provinces. Par leur action et leurs revendications, ces dernières ont entraîné une restructuration considérable de l’architecture fiscale, économique et politique du fédéralisme canadien. Elles ont aussi grandement contribué à redéfinir les responsabilités, les capacités et les rôles respectifs des gouvernements auprès de leur population.

Most accounts of the provincial role in Canadian immigration focus on the experience of Quebec. In Province Building and the Federalization of Immigration in Canada, Mireille Paquet shows that, between 1990 and 2010, all ten provinces became closely involved in immigrant selection and integration. This considerable change to the Canadian model of immigration governance corresponds to a broader process of federalization of immigration, by which both orders of government became active in the management of immigration. While Canada maintains its overall positive approach to newcomers, the provinces developed, and continue to develop, their own formal immigration strategies and implement various selections and integration policies. This book argues that the process of federalization is largely the result of provincial mobilization. In each province, mobilization occurred through a modern iteration of province building, this time focused on immigrants as resources for provincial economies and societies. Advocating for a province-centred analysis of federalism, Province Building and the Federalization of Immigration in Canada provides key lessons to understanding the contemporary governance of immigration in Canada.

Many governments face similar pressures surrounding the hotly debated topic of immigration. Yet, the disparate ways in which policy makers respond is striking. The Comparative Politics of Immigration explains why democratic governments adopt the immigration policies they do. Through an in-depth study of immigration politics in Germany, Canada, Switzerland, and the United States, Antje Ellermann examines the development of immigration policy from the postwar era to the present. The book presents a new theory of immigration policymaking grounded in the political insulation of policy makers. Three types of insulation shape the translation of immigration preference into policy: popular insulation from demands of the unorganized public, interest group insulation from the claims of organized lobbies, and diplomatic insulation from the lobbying of immigrant-sending states. Addressing the nuances in immigration reforms, Ellermann analyzes both institutional factors and policy actors' strategic decisions to account for cross-national and temporal variation.

Since the outbreak of the Syrian Civil War in 2011, over 5.6 million people have fled Syria and another 6.6 million remain internally displaced. By January 2017, a total of 40,081 Syrians had sought refuge across Canada in the largest resettlement event the country has experienced since the Indochina refugee crisis. Breaking new ground in an effort to understand and learn from the Syrian Refugee Resettlement Initiative that Canada launched in 2015, A National Project examines the experiences of refugees, receiving communities, and a range of stakeholders who were involved in their resettlement, including sponsors, service providers, and various local and municipal agencies. State building is an ongoing process that first defines legitimate citizenship and then generates citizens. Political analysts and social scientists now use the concept of citizenship as a lens for considering both the evolution of states and the development of their societies. In Citizenship as a Regime leading political scientists from Canada, Europe, and Latin America use insights from comparative politics, institutionalism, and political economy to understand and analyze the dynamics of contemporary policies and politics.
