A World of Private Higher Education is the definitive treatment of a sector accounting for a third of the world's 200 million higher education enrolment--yet remaining largely unknown even to scholars of higher education and widely mis-characterized when it is considered by stakeholders or the general public. Beyond the eye-popping numbers, several inter-related thematic findings regarding the Private and the Public underscore the subject matter's importance. First, private-public differences are significant-it matters that so many students are in a sector that not long ago was only marginal in much of the world. Second, private higher education (PHE) itself is increasingly diverse, with significant and private-private differences. In demonstrating the impact of neoliberalism or market-based reforms on the developing world, the authors show that education without human rights is vulnerable to negative forces of globalization and internationalization. The message of the book is quite pessimistic about possibilities to widen the economic space or increase freedom, unless development cooperation is made possible by “Helping People Help Themselves” as suggested by David Ellerman. The authors note that in the past, the issue of emerging states as an appendage to the world economy was a fundamental question related to colonialism, but now has become a question of imperialism which needs to be examined when considering the current patterns of development.

For decades, Mexican leaders and scholars as well as outside observers have spoken of a Mexican university system in crisis, expressing concern over student political activism and violence, declining quality of instruction and facilities, crowded campuses, and lack of employment for graduates. When the government harshly suppressed a student movement in 1968, world attention focused on the turmoil that was endemic in university life. During the severe economic slump of the 1980s, the fundamental weaknesses of the Mexican economy—its inefficiency and inability to compete in the world—were often attributed to failings of the university system. Using original quantitative data on the graduates of all Mexican universities in a dozen major professional fields since 1929, the author explores the nature of this purported "crisis" by examining a series of questions about the Mexican university system: How have the changing policy priorities of the Mexican government affected the university’s education of professionals? How have the Mexican economy’s needs for professionals shaped the functioning of the university system? Has Mexico trained "enough" professionals? Have they been trained in the "right" fields? Has the university been able to respond to demands for upward mobility through higher education? The author’s detailed analysis reveals a paradox: to the extent that Mexican universities may not be producing the kinds of expertise needed for competing in the new global marketplace, that educational quality has declined gradually over time, and that the university has not contributed much to social mobility, one may indeed speak of a crisis. Yet because the university system has reached its present form in response to demands placed on it be government, the economy, and society, responding pragmatically to circumstances beyond its control, the author concludes that the crisis is not fundamentally a university crisis, but rather one that lies in Mexican economy and society at large.

Latin America higher education has undergone an astonishing transformation in recent years, highlighted by the private sector's growth from 3 to 34 percent of the region's total enrollment. In this provocative work Daniel Levy examines the sources, characteristics, and consequences of the development and considers the privatization of higher education within the broader context of state-society relationships. Levy shows how specific national circumstances cause variations and identifies three basic private-public patterns: one in which the private and public sectors are relatively similar and those in which one sector or the other is dominant. These patterns are analyzed in depth in case studies of Chile, Mexico, and Brazil. For each sector, Levy investigates origins and growth, and then who pays, who rules, and whose interests are served. In addition to providing a wealth of information, Levy offers incisive analyses of the nature of public and private institutions. Finally, he explores the implications of his findings for concepts such as autonomy, corporatism, and privatization. Over the last three decades, a significant amount of research has sought to relate educational institutions, policies, practices and reforms to social structures and agencies. A number of models have been developed that have become the basis for attempting to understand the complex relation between education and society. At the same time, national and international bodies tasked with improving educational performances seem to be writing in a void, in that there is no rigorous theory guiding their work, and their documents exhibit few references to groups, institutions and forces that can impede or promote their programmes and projects. As a result, the recommendations these bodies provide to their clients display little to no comprehension of how and under what conditions the recommendations can be put into effect. The Education System in Mexico directly addresses this problem. By combining abstract insights with the practicalities of educational reforms, policies, practices and their social antecedents, it offers a long overdue reflection of the history, effects and significance of the Mexican educational system, as well as presenting a more cogent understanding of the relationship between educational institutions and social forces in Mexico and around the world.
