Approximately 25% of Latin Americans live on less than $2 a day, and Latin America is the most unequal region of the world. Poverty and inequality cause suffering and slow development. The solution must include generating an inclusive development process through satisfying the basic needs of the poor that enhance their productivity, that enable them to contribute to the development process, and that enables them to earn the income necessary to live a full life. Decentralization of taxing and spending from the central government to lower levels of government can help to satisfy basic needs of the poor and create an inclusive development process. However, decentralization is a stepby-step process that must implemented by taking into account real-world circumstances such as a lack of administrative ability in local government, and by formulating policy accordingly. The book derives economic principles for implementing the process of decentralization, and it presents cases that illustrate the principles at work. In the months following disgraced ex-President Alberto Fujimori's flight to Japan, Peru had a political crisis on its hands. The newly elected government that came together in mid-2001 faced a skeptical and suspicious public, with no magic bullet for achieving legitimacy. By 2002, Peru's participatory decentralization reform (PDR) was finalized and the experiment began. This book explores the possibilities and limitations of the decision to restructure political systems in a way that promotes participation. This book examines the process of dismantling the democratic institutions and protections in Venezuela under the Hugo Chávez regime. The actions of the Chávez government have influenced similar processes and undemocratic manoeuvrings in Ecuador, Bolivia, and Honduras. Since the election of Hugo Chávez as president of Venezuela in 1998, a sinister form of nationalistic authoritarianism has arisen at the expense of long-established democratic standards. During the past decade, the 1999 Venezuelan Constitution has been systematically attacked by all branches of the Chávez government, particularly by the Supreme Tribunal of Justice, which has legitimized the Chávez-ordered constitutional violations. The Chávez regime has purposely defrauded the Constitution and severely restricted representative government, all in the name of a supposedly participatory democracy controlled by a popularly supported central government.
