Las administraciones públicas han entrado en un estado de crisis que puede ser muy profundo y peligroso. Pero analizando, en segundo lugar, los cambios actuales y futuros a nivel tecnológico, económico, social y político previstos para los próximos años se dibuja un escenario sorprendente pero viable: un posible empoderamiento y expansión del Estado y de sus administraciones públicas en el futuro. Las contradicciones internas del capitalismo (los cuasi monopolios de las empresas tecnológicas y la expansión de la economía colaborativa) y las tensiones sociales derivadas de estas discrepancias pueden procurar de una renovada fuerza al papel y a las competencias de las Administraciones Públicas. Se utiliza el concepto Estado en su acepción de ser uno de los principales motores del bienestar social (junto al mercado, el tercer sector y la familia). This paper studies the volatility of commodity prices on the basis of a large dataset of monthly prices observed in international trade data from the United States over the period 2002 to 2011. The conventional wisdom in academia and policy circles is that primary commodity prices are more volatile than those of manufactured products, even though most of the existing evidence does not actually attempt to measure the volatility of prices of individual goods or commodities. Rather the literature tends to focus on trends in the evolution and volatility of ratios of price indexes composed of multiple commodities and products. This approach can be misleading. Indeed, the evidence presented in this paper suggests that on average prices of individual primary commodities may be less volatile than those of individual manufactured goods.

Many Surgeon General's reports have considered research findings on mechanisms in assessing the biological plausibility of associations observed in epidemiologic studies. Mechanisms of disease are important because they may provide plausibility, which is one of the guideline criteria for assessing evidence on causation. This report specifically reviews the evidence on the potential mechanisms by which smoking causes diseases and considers whether a mechanism is likely to be operative in the production of human disease by tobacco smoke. This evidence is relevant to understanding how smoking causes disease, to identifying those who may be particularly susceptible, and to assessing the potential risks of tobacco products.
