Book Description
This book examines certain changes in the political make-up of Karnataka, between the early 1970s and the late 1980s, which, in turn, led to the birth of a unique democracy in the state. In a departure from most studies on political science and political history which pay little or no attention to the role of politicians and focus only on technocratic blueprints, administrative processes and incentive systems, this volume takes into account the role politicians play in shaping the character of their governments, public policy and state–society relations. It studies the political transformation of Karnataka by focusing heavily on three chief ministers of the state who played an important role in making politics in Karnataka more accommodative, enlightened and, hence, more democratic. This volume is a detailed insider’s account of the political processes in Karnataka, enriched with interviews and surveys which seek to locate this work in the social science literature, in Karnataka’s recent history and in comparative context alongside other Indian states.

Book Description
"This book is essential for all interested in affirmative action, social policy or Karnataka." --Indian Economic and Social History Review A case study for any scholar of public administration, Power Politics and Social Justice succinctly analyzes the political process which undermined the reservation policy for economically and socially disadvantage groups in Karnataka. It highlights distortions which emerged as a result of the manipulative tactics of this region's self-interest caste groups and the implementation of their reservation policy. Thimmaiah divides the backward class movement of the state into four phases, thus dealing with this movement both before and after independence. In addition, Power Politics and Social Justice presents an alternative reservation policy which is based on objective criteria and which contains checks and balances to ensure that only deserving people receive benefits. Scholars of political science, history, sociology, public administration, and economics will appreciate the study presented by Thimmaiah in Power Politics and Social Justice. "The book is rich in materials....This work is a welcome addition to growing literature on reservations."

Book Description
The Indian Constitution provides local institutions with the status of local self-governments. The Constitutional status means that the local governments are on par with the Central and State governments. In that status they can plan for their economic and human development. This fact, however, is undermined in practice at the state/province level. The provision provided in the 74th Amendment Act of the Constitution for creating and activating District Planning Committees (DPCs) is the responsibility of the state governments. This often is also in contradiction with the interests of the realpolitik of the state level. Often DPCs are not constituted, and if constituted, they are dysfunctional. The creation of the institutions for local level independent planning and budgeting itself is a political process. This is the story not only in the backward states of India but also in states such as Karnataka that have historically been more progressive than other states with respect to local self-government. This book is a study of the Tumkur district in rural Karnataka. Karnataka is traditionally known as a state which championed the decentralisation process. The state is also known for the ‘Karnataka Model’ of development, wherein rural decentralisation combined with the advanced information and biotechnology led economic development process is supposed to constitute such a model. In that context this book examines the devolution process to local governments, the process of the integration of plans—rural with urban plans and different sectors with each other—and the implementation of district level plans. The book is a product of primary research in Karnataka, India and brings to light various aspects of decentralised planning in Karnataka that are instructive for the other Indian states as well as many developing countries where currently decentralised planning is implemented.
