For the first time in the republican history of Peru, the presidential transition takes place in democracy, social peace, fast economic growth and favorable world markets. In other words, there has never been a better chance to build a different Peru - a richer country, more equal and governable. There are multiple ways to achieve that goal. New reforms must stem from a widespread and participatory debate, one of a common vision conceived for and by Peruvians. This book aims at making a technical and independent contribution to such debate; it summarizes the knowledge available about the challenges to be faced by the new administration. The study does not recommend silver bullets, but suggests policy options. It is based on the analysis of the current reality and in six decades of relationships with Peru, in which the Bank has implemented more than 100 projects and prepared more than 500 technical reports covering the wide range of development topics. When necessary, the study provides lessons that the Bank has learned elsewhere. The study provides a conceptual framework to the analysis of the country's 34 economic sectors and the two historical perspectives behind them. In doing so, it offers a comprehensive reform agenda that sheds light on possible priorities and courses of action.

This book represents the scholarly work of the network «European Doctorate Enhancement in Peace and Conflict Studies» (EDEN), a broad training and research network linking scholars, departments and universities interested in thinking and rethinking proposals, concepts and methodologies for the expanding field of Peace and Conflict Studies from different disciplines such as law, history, sociology, anthropology, international relations, and political science. Love and Despair explores the multiple and mostly unknown ways progressive and conservative Catholic actors, such as priests, lay activists, journalists, intellectuals, and filmmakers, responded to the significant social and cultural shifts that formed competing notions of modernity in Cold War Mexico. Jaime M. Pensado demonstrates how the Catholic Church as a heterogeneous institution--with key transnational networks in Latin America and Western Europe--was invested in youth activism, state repression, and the counterculture from the postwar period to the more radical Sixties. Similar to their secular counterparts, progressive Catholics often saw themselves as revolutionary actors and nearly always framed their activism as an act of love. When their movements were repressed and their ideas were co-opted, marginalized, and commercialized at the end of the Sixties, the liberating hope of love often turned into a sense of despair.
