In a world characterized by an encroaching homogeneity induced by the growth of multi-national corporations and globalization, the causes of difference accrue new levels of importance. This is as true of tourism as in many other spheres of life – and one cause of differentiation for tourism promotion is the culture of Indigenous Peoples. This offers opportunities for cultural renaissance, income generation and enhanced political empowerment, but equally there are possible costs of creating commodities out of aspects of life that previously possessed spiritual meaning. This book examines these issues from many different perspectives; from those of product design and enhancement; of the aspirations of various minority groupings; and the patterns of displacements that occur – displacements that are not simply spatial but also social and cultural. How can these changes be managed? Case studies and analysis is offered, derived from many parts of the globe including North America, Asia and Australasia. The contributors themselves have, in many instances, worked closely with groups and organizations of Indigenous Peoples and attempt to give voice to their concerns. The book is divided into various themes, each with a separate introduction and commentary. Parks in Transition collects the work of the most distinguished scholars and practitioners in this field, drawing on insight from over 50 case studies and synthesizing them into lessons to guide park management in transitional economies where the challenges of poverty and governance can be severe. The central message of the book is that parks are common property regimes that are supposed to serve society. It analyses and sheds light on the crucial questions arising from this perspective. Tourism can reduce poverty in developing countries. But tourism growth is not universally inclusive of the poor. Moreover our understanding of how tourism affects the poor is largely based on partial and superficial analysis. Researchers from different disciplines and practitioners with different objectives generally work in splendid isolation from each other and from the mainstream of development economics. Detailed economic analysis remains buried and is rarely challenged for policy implications, let alone poverty implications. This book provides an overview of a broad array of analyses of how tourism affects poor people. First, it pulls these together to identify three main pathways by which impacts on poverty can be delivered. Second, it reviews the empirical evidence on the scale and significance of impacts within each pathway, exploring where comparisons can be made and where they cannot. Finally, it considers the different methods used to gather and collect data, and implications for how we should work in the future. Tourism and Poverty Reduction draws on international evidence throughout, but provides particular insights into Africa and other less developed countries. It makes a major contribution to a more coherent, cross-disciplinary and sensitive approach to the tourism-poverty debate.
