The strong adverse selection that immigrants face in hosting labour markets may induce them to adopt some behaviours or signals to modify employers' beliefs. Relevant mechanisms for reaching this purpose are personal reputation; exploiting ethnic networks deeply-rooted in the hosting country; and high educational levels used as an indirect signal of productivity. On this last point, the immigrant status needs a stronger signal compared to that necessary for a local worker, and this may lead the immigrant to accept job qualifications which are lower than those achievable through the embodied educational level. This could explain the over education problem that characterizes many countries, Italy included. The aim of the paper is to investigate whether the above mentioned mechanisms are adopted by immigrants in Italy, a crucial country for EU immigration flows, and if they are useful in increasing immigrants' likelihood of employment. The empirical analysis has been conducted using the dataset from a national Labour Force Survey which provides information on 6,860 documented immigrants. We estimate a logit model for immigrants' likelihood of being employed, focusing on the above mentioned mechanisms: reputation, ethnic networks and educational level. Moreover we concentrate on the interaction effects of the mechanisms and investigate whether one of them wins on the others. Results show that each of the three mechanisms is statistically and economically significant and exerts positive influence: all factors contribute to increasing the immigrant's probability of being employed. Anyway, a high level of education increases the probability of being employed more than the belonging to ethnic networks deeply-rooted in Italy. The specific embodied capital of workers matter relatively more. This is relevant for labour public policies in this specific realm since the human capital lever is a possible direct target of various public policies and private human capital investments.

Developed countries, especially in Europe, face a number of issue related to migration: social and economic disruptions caused by the declining demand for unskilled labour and resulting unemployment, a shortage of skilled labour in many professions, increasing international competition for highly qualified human capital, radical demographic changes, and the forthcoming expansion of the European Union, which will trigger further immigration into major European countries and create new market opportunities in Central and Eastern Europe. This suggests a need for a deeper knowledge of the causes and consequences of increased labour mobility. This is especially important when it is associated with tension and fears among native populations. This book brings together analyses of migration issues in major European countries, and compares evidence with more countries that have traditionally seen the most immigration. First, it studies migration streams since World War II, and reviews major migration policy regimes. Second, it summarizes the empirical evidence measuring wages, unemployment, and occupational choices. Third, it investigates how migrants affects the labour markets of their host countries, and evaluates econometric studies into the wage and employment consequences of immigration. Surprisingly, there is wide evidence that immigration is largely beneficial for receiving countries. There might be phases of adjustment, but there is no convincing evidence that natives' wages are depressed or unemployment increases as a consequence of migrant inflow. However, there is a growing impression that migration does serve less and less the needs of the labour market. This suggests a stronger focus on economic channels of immigration, for which the book provides a conceptual basis and the required empirical facts and institutional background.

The paper uses estimates, provided by the Central Statistical Office, of standard units of labor to examine how immigrants working (illegally) in the shadow economy affect the employment of (legal) labor in the official economy. The results of our cross sector-time series analysis of the demand for legal labor in the Italian economy between 1980 and 1995 show that the increase of illegal units of labor produces a reduction in the use of legal labor, albeit a very limited one. An analysis by sectors shows that the competitive effect of illegal foreign workers is not homogeneous and is strongest in the agricultural sector, while complementarity between the two categories of labor is evident in the non-tradable services sector. Furthermore, when the effects of illegal foreign and illegal native workers are compared, the former is smaller than the latter one, with illegal foreigners workers just reinforcing the impact of the illegal nationals on the labor market.
