Japan is quintessentially by geography a maritime country. Maritime surveillance capabilities – underwater, shore-based and airborne – are critical to its national defence posture. This book describes and assesses these capabilities, with particular respect to the underwater segment, about which there is little strategic analysis in publicly available literature. Since the end of the Cold War, Chinese oceanographic and navy vessels have intruded into Japanese waters with increasing frequency, not counting their activities in disputed waters such as around the Senkaku (Diaoyu) Islands and Okinotorishima where China and Japan have overlapping territorial claims. These intrusions have increasingly involved warships, including submarines, sometimes acting quite aggressively. Japan maintains an extraordinary network of undersea hydrophone arrays, connected to shore-stations which are typically equipped with electronic intelligence (ELINT) systems, for monitoring, identifying and tracking submarine and surface traffic in its internal straits and surrounding seas. Some parts of this network are operated jointly with, and are of crucial importance to, the US Navy. Japan’s superlative submarine detection capabilities would be of decisive advantage in any submarine engagement. But the relevant facilities are relatively vulnerable, which makes them very lucrative targets in any conflict. This introduces compelling escalatory dynamics, including the involvement of US forces and possible employment of nuclear options.

From Kites to Cold War tells the story of the evolution of manned airborne reconnaissance. Long a desire of military commanders, the ability to see the terrain ahead and gain foreknowledge of enemy intent was realized when Chinese airmen mounted kites to surveil their surroundings. Kite technology was slow to spread, and by the late nineteenth century European nations had developed the balloon and airship to conduct this mission. By 1918, it was obvious that the airplane had become the reconnaissance platform of the future. Used successfully by many nations during the Great War, aircraft technology and capability experienced its most rapid evolutionary period during World War II. Entering the war with just basic airborne imagery capabilities, by V-E and V-J days, air power pioneers greatly improved imagery collection and developed sophisticated airborne signals intelligence collection capabilities. The United States and other nations put these capabilities to use as the Cold War immediately followed. Flying near the periphery of and sometimes directly over the Soviet Union, airborne reconnaissance provided the intelligence necessary to stay one step ahead of the Soviets throughout the Cold War.

Is Japan re-emerging as a normal, or even a great, military power in regional and global security affairs? This Adelphi Paper assesses the overall trajectory of Japan’s security policy over the last decade, and the impact of a changing Japanese military posture on the stability of East Asia. The paper examines Japan’s evolving security debate, set against the background of a shifting international environment and domestic policymaking system; the status of Japan’s national military capabilities and constitutional prohibitions; post-Cold War developments in the US Japan alliance; and Japan’s role in multilateral regional security dialogue, UN PKO, and US-led coalitions of the willing. It concludes that Japan is undoubtedly moving along the trajectory of becoming a more assertive military power, and that this trend has been accelerated post-9/11. Japan is unlikely, though, to channel its military power through greatly different frameworks than at present. Japan will opt for the enhanced, and probably inextricable, integration of its military capabilities into the US Japan alliance, rather than pursuing options for greater autonomy or multilateralism. Japan’s strengthened role as the defensive shield for the offensive sword of US power projection will only serve to bolster US military hegemony in East Asia and globally.
