India, which had been created as a civic polity, initially sought to hold on to this Muslim-majority state to demonstrate its secular credentials. Pakistan, in turn, had laid claim to Kashmir because it had been created as the homeland for the Muslims of South Asia. After the break-up of Pakistan in 1971 the Pakistani irredentist claim to Kashmir lost substantial ground. If Pakistan could not cohere on the basis of religion alone it had few moral claims on its co-religionists in Kashmir. Similarly, in the 1980s, as the practice of Indian secularism was eroded, India's claim to Kashmir on the grounds of secularism largely came apart. Today their respective claims to Kashmir are mostly on the basis of statecraft. This book uses empirical evidence from various case studies to examine the relationship between territorial and regional autonomy, the nation-state and ethnic conflict resolution in South and South-East Asia. The concept of territorial or regional autonomy holds centre stage in the literature on ethnic conflict settlement because it is supposed to be able to reconcile two paradoxical objectives: the preservation of the territorial integrity and sovereignty of the state, and the satisfaction of ethnic minorities’ right to national self-determination. Critics argue, however, that autonomy may not be the panacea for ethnic conflict in all cases. The contributing authors begin with the concept of territorial or regional autonomy and subject it to a rigorous empirical analysis, which provides reliable evidence regarding the suitability of the autonomy solution to intractable ethnic conflicts. Professor Das provides a fascinating study on the issue of ethnic politics in multi-ethnic Third World countries and the non-convergence of state and nation in this discussion of the Kashmir and Sindh questions. The artificial de-colonization process in the South Asian sub-continent resulted in the construction of national frontiers for its two successor states that did not rest on a synchronization of ethnic and state boundaries. Consequently, cross-border loyalties amongst significant sections of the population survived the boundaries imposed between the two successor states. When in the context of centralizing nation-building strategies ethnic political assertions occur in outlying or frontier areas of these nation-states, the distinction between domestic and external affairs, or between home and foreign politics, tends to lose its significance in the traditional sense. Political actors from across the borders of neighbouring state can then deny the marks of their different objective nationalities and treat themselves as members of a single 'loyalty group'. Thus, ethnic politics transcends its domestic contours and helps foment regional tensions. In such circumstances, ethnic assertions tend to constitute vital local or domestic ingredients that define the national security priorities within a particular region. The current insurrection in Kashmir and turmoil in Sindh superbly demonstrate this pattern.
