The purpose of business is to employ capital factors in such a manner as to generate value for its customers and profits for its owners. To achieve these ends, management must make at least three distinct decisions ? the operating, investment, and financing decisions. The purpose of this study is to formulate a modeling methodology that harmonically analyzes and explains how the investment decision and capital elasticity influence competitive advantage. The research explores the descriptive literature for the current states of computational modeling, accounting theory and practice, managerial finance, macroeconomics, capital theory, andharmonic analysis in order to provide evidence supporting the content validity of a proposed modeling framework, which encodes, modulates, and transforms raw financial data intowaveforms suitable for harmonic analysis. The framework is operationalized algebraically, translated into a high-level computational language, and subsequently tested using simulation methods in order to analyze the computational robustness of the implementation. Finally, empirical testing shows a significant correlation exists between the model?s reported results and the profitability of sole proprietorships in the U.S. providing initial evidence of the framework?sconstruct validity. Additional empirical testing shows that the relationship between the model?s reported results and net profitability is stronger than results returned from the use of raw capital magnitudes providing evidence of the model?s positive capacity for recommending decisions. The study uses extant financial data obtained from the Internal Revenue Service (IRS), which maintains and releases Federal tax information extracted from its archives into the public domainthrough its Statistics of Income (SOI) programs.

The Uruguay Round of multilateral trade negotiations, culminating in the GATT Secretariat being transformed into the World Trade Organization (WTO) on 1 January 1995, has altered forever the process of quarantine policymaking by national governments. On the one hand, WTO member countries retain the right to protect the life and health of their people, plants and animals from the risks of hazards such as pests and diseases arising from the importation of goods. On the other hand, the WTO's Agreement on Sanitary and Phytosanitary Measures (the SPS Agreement) requires that quarantine measures be determined in a manner that is transparent, consistent, scientifically based, and the least trade-restrictive. This collection resulted from an international workshop funded and organised by Biosecurity Australia, the agency of government responsible for analysing Australia's quarantine import risks and for negotiating multilateral SPS rules and less restrictive access to overseas markets for Australian produce. The workshop, which was held at the Melbourne Business School on 24-25 October 2000, brought together a distinguished group of applied economists and quarantine policy analysts whose focus involves regions as disparate as Europe, North America, Africa, Asia and New Zealand, in addition to Australia.

This book begins with a discussion of the nature of command and control. It includes a distillation of the essence of command and control, providing definitions and identifying the enduring functions that must be performed in any military operation. Since there is no single approach to command and control that has yet to prove suitable for all purposes and situations, militaries throughout history have employed a variety of approaches to commanding and controlling their forces. A representative sample of the most successful of these approaches is reviewed and their implications are discussed. The authors then examine the nature of Industrial Age militaries, their inherent properties, and their inability to develop the level of interoperability and agility needed in the Information Age. The Industrial Age has had a profound effect on the nature and the conduct of warfare and on military organizations. A discussion of the characteristics of Industrial Age militaries and command and control is used to set the stage for an examination of their suitability for Information Age missions and environments. The nature of the changes associated with Information Age technologies and the desired characteristics of Information Age militaries, particularly the command and control capabilities needed to meet the full spectrum of mission challenges, are introduced and discussed in detail. Two interrelated force characteristics that transcend any mission are of particular importance in the Information Age: interoperability and agility.
