The Irish and the Jews are two of the classic outliers of modern Europe. Both struggled with their lack of formal political sovereignty in the nineteenth-century. Simultaneously European and not European, both endured a bifurcated status, perceived as racially inferior and yet also seen as a natural part of the European landscape. Both sought to deal with their subaltern status through nationalism; both had a tangled, ambiguous, and sometimes violent relationship with Britain and the British Empire; and both sought to revive ancient languages as part of their drive to create a new identity. In the mid-nineteenth century the Irish question—the governance of the island of Ireland—demanded attention on both sides of the Atlantic. In A Union Forever, David Sim examines how Irish nationalists and their American sympathizers attempted to convince legislators and statesmen to use the burgeoning global influence of the United States to achieve Irish independence. Simultaneously, he tracks how American politicians used the Irish question as means of furthering their own diplomatic and political ends.Combining an innovative transnational methodology with attention to the complexities of American statecraft, Sim rewrites the diplomatic history of this neglected topic. He considers the impact that nonstate actors had on formal affairs between the United States and Britain, finding that not only did Irish nationalists fail to involve the United States in their cause but actually fostered an Anglo-American rapprochement in the final third of the nineteenth century. Their failures led them to seek out new means of promoting Irish self-determination, including an altogether more radical, revolutionary strategy that would alter the course of Irish and British history over the next century.

This pamphlet makes use of the most recent revisionist literature to reassess the view, much propagated by nationalist sources, that Ireland was a land of impoverished peasants oppressed by English laws and absentee English landlords. The land question has always been closely linked to the development of Irish national consciousness, and greatly exercised the minds of English politicians in the latter part of the nineteenth century. The author examines the nature of English understanding of Irish problems, which was often limited or ignorant, and attributes to it much of the unsound and ineffective ligislation passed. The book is concerned less with questions of English party politics than with the situation in Ireland itself and with the nature of the English response to it.
