Ireland’s Great Famine or ‘an Gorta Mór’ (1845–51) and Ukraine’s ‘Holodomor’ (1932–33) occupy central places in the national historiographies of their respective countries. Acknowledging that questions of collective memory have become a central issue in cultural studies, this volume inquires into the role of historical experiences of hunger and deprivation within the emerging national identities and national historical narratives of Ireland and Ukraine. In the Irish case, a solid body of research has been compiled over the last 150 years, while Ukraine’s Holodomor, by contrast, was something of an open secret that historians could only seriously research after the demise of communist rule. This volume is the first attempt to draw these approaches together and to allow for a comparative study of how the historical experiences of famine were translated into narratives that supported political claims for independent national statehood in Ireland and Ukraine. Juxtaposing studies on the Irish and Ukrainian cases written by eminent historians, political scientists, and literary and film scholars, the essays in this interdisciplinary volume analyse how national historical narratives were constructed and disseminated – whether or not they changed with circumstances, or were challenged by competing visions, both academic and non-academic. In doing so, the essays discuss themes such as representation, commemoration and mediation, and the influence of these processes on the shaping of cultural memory.

The contributors to this volume show that the themes of empire, colony, and national liberation movements can be addressed in a European continental as much as in Asian, Latin American, or African contexts. There is a further benefit from a within-Europe comparison: It calls into question the tendency to assume fundamental differences between "western" and "eastern" Europe, including the now largely abandoned distinction between a "western" nationalism, defined as a civil nationalism, and an "eastern" one, defined as ethnic. It also answers the question whether intra-European comparison of this kind is possible, in a context where post-Soviet scholarship is often invisible in Anglo-American scholarship. As Norman Davies reminds us, low public awareness of Europe's smaller and, in west-European minds, "more distant" nations, underlies the persistence of false generalizations about them, including assumptions like "that the whole of the west was advanced while the whole of the east was backward."

This book argues that alien rule can become legitimate to the degree that it provides governance that is both effective and fair. Governance is effective to the degree that citizens have access to an expanding economy and an ample supply of culturally appropriate collective goods. Governance is fair to the degree that rulers act according to the strictures of procedural justice. These twin conditions help account for the legitimation of alien rulers in organizations of markedly different scale. The book applies these principles to the legitimation of alien rulers in states (the Republic of Genoa, nineteenth- and twentieth-century China, and modern Iraq), colonies (Taiwan and Korea under Japanese rule), and occupation regimes, as well as in less encompassing organizations such as universities (academic receivership), corporations (mergers and acquisitions), and stepfamilies. Finally, it speculates about the possibility of an international market in governance services.

The escalating rivalry between the EU and Russia in their shared neighborhood creates important economic, political, and legal challenges for the lands in between. Belarus and Ukraine have received proposals of integration from both the EU and Russia. However, the extents to which they accepted these offers differ and result from a multitude of factors as well as their interplay affecting the policy choices of their governments. International integration is a foreign policy question, but it has a strong domestic dimension too. Alla Leukavets applies here Putnam's two-level game-theoretical approach in combination with findings from comparative neighborhood Europeanization and democracy promotion studies, as well as Levitsky/Way's linkages-and-leverage-model. She develops various actor-centered and structural explanatory variables and applies them in the subsequent empirical analysis. Her research results benefit from triangulation through primary documents analysis and semi-structured interviews with elites and experts in Minsk, Moscow, Brussels, and Washington, DC. This paper presents an Ex Post Evaluation of the 2010 Extended Fund Facility (EFF) arrangement with Ireland. The Fund approved in December 2010 an exceptional access EFF arrangement for SDR 19.466 billion (2,321.8 percent of quota) in support of Ireland’s home-grown program and as part of a broader financing package of Ireland and its European partners. The program focused on addressing the Irish banking crisis to break the adverse feedback loop between banks, the sovereign, and the real sector. It aimed to restore the banking system to health, including by establishing a smaller banking sector with high capital buffers and more stable funding sources; and to secure fiscal sustainability while limiting the near-term demand drag from fiscal consolidation. Large external financing was a key element of the crisis response. Program implementation was very strong. The program succeeded in stabilizing the banking sector and reducing its size, and fiscal developments were also broadly as anticipated. Domestic demand was, however, weaker than programmed and unemployment remained high, amid a very challenging external environment. Program success, including regaining market access at low interest rates, benefitted also from actions at the wider euro area level. The Ex Post Evaluation draws several lessons from Ireland’s experience under the EFF: ? The main lessons emerge from what worked well: Strong country ownership, setting (and meeting) realistic and tailored targets were key for success, combined with effective communication and pro-active engagement. Addressing a banking crisis requires strong and credible actions upfront. ? Some areas offer lessons for future program design: While the main pillars of the financial sector program were sound, more proactive and stronger supervisory interventions and other supportive steps could have strengthened banks’ balance sheets and bank profitability and helped resolve problem loans; bank recapitalization should be limited to those with viable medium-term business strategies; unsecured and non-guaranteed creditors of failed banks should be bailed in, provided a strategy to ring fence potential systemic risks can be put in place; macro-financial linkages require careful attention and timely steps to limit sovereignbanking sector feedback loops; fiscal policy has to be mindful of debt sustainability but also of domestic demand conditions, and it needs a clear anchor. ? There are also lessons related to Fund policies: Ireland’s EFF underscores the importance of addressing shortcomings of the systemic exemption clause in Criterion 2 of the exceptional access criteria; and it suggests the need to explore ways to secure stronger upfront commitments from monetary union authorities, when those are critical for program success.
