Subsequent analysis of the July 2008 missile launches also shows Iran apparently digitally altered images of those launches. This short report seeks to provide an overview of the reported or suspected variety of Iranian ballistic missile programs. Because there remains widespread public divergence over particulars, however, this report does not provide specificity to what Iran may or may not have, or is in the process of developing. The possibility that Iran will acquire a nuclear weapons capability poses a significant threat to the stability of the Middle East and a potential challenge to the long-term viability of the nuclear non-proliferation regime. Since 2003, diplomatic efforts by the EU-3 (United Kingdom, France and Germany) have succeeded in suspending the sensitive aspects of Iran’s nuclear programme, but prospects for reaching a permanent agreement with the Iranian government are uncertain. If the EU-3 effort collapses, a number of policy options will be given more serious consideration, including sanctions, containment, regime change and military action. This IISS ‘Strategic Dossier’ on Iran’s strategic weapons programmes provides an objective technical assessment of Iran’s nuclear, chemical, and biological weapons capabilities, as well as its ballistic missile programme. The dossier evaluates what is known and what is not known about these capabilities and projects potential future developments. In addition, the dossier provides a history of democratic efforts over the last three decades, to prevent Iran from acquiring a nuclear weapons capability and examines different options for current diplomatic efforts. Each chapter has been written and reviewed by recognised international experts in their respective fields. Since the United Nations Security Council adopted Resolution 2231, approving the Joint Comprehensive Plan of Action, JCPOA, and the lifting sanctions on Iran, one thing has been abundantly clear: The notion that Iran would now modify its behavior and become a responsible member of the international community has proven to be false. Since the JCPOA was signed, Iran has taken U.S. citizens hostages and demanded, and received ransom for their return. As a result, Iran has since held additional U.S. citizens and permanent U.S. residents with the expectation of receiving more ransom payments. The regime continues to support the Assad regime with money, supplies, weapons, fighters, and is doing the same in Yemen with the Houthis. Iran's ships have made dozens of provocative actions toward U.S. ships in the Strait of Hormuz and the Persian Gulf. Iran continues to support terror around the world, most notably through its support of the terror group Hezbollah. This has allowed Hezbollah to increase its stockpiled rockets and missiles. Iran also continues to conduct ballistic missile tests for the purprose of developing a viable ballistic missile program; the regime wants to be ready to be able to deliver a nuclear payload when the terms of the JCPOA expire. Over time, the correlation between a country's nuclear program and a corresponding ballistic missile program has proved to be absolute. Countries that sustain indigenous medium and longrange ballistic missiles always aspire to possess nuclear weapons.

These forces range from relatively short-range artillery rockets that support its ground forces and limit the need for close air support to long-range missiles that can reach any target in the region and the development of booster systems that might give Iran the ability to strike at targets throughout Europe and even in the United States. Iran’s forces and systems are steadily evolving. While the lethality of most current systems is limited by a reliance on conventional warheads, poor accuracy, and uncertain reliability, Iran is developing steadily improved guidance systems, attempting to improve the lethality of its conventional warheads, and has at least studied arming its missiles with nuclear warheads.
