Book Description
Both sides of a sensitive problem are assessed by Professor Gellhorn in this penetrating analysis of national security and its effect upon scientific progress. The costs and advantages of secrecy in certain areas of science and the conflict between national safety and individual rights in the administration of our federal loyalty program are presented; all the arguments are objectively weighed. The book answers such questions as: Can young scientists be well trained when publication and teaching are not free? Have we gone far enough-or too far-in avoiding "security risks" in important scientific establishments? How does the federal drive against "potentially disloyal" persons actually work? Do "fear of the smear" and crude methods discourage public service by American scientists? This study, a unit of an investigation of control of subversive activities supported by grants from the Rockefeller Foundation, is based upon two years of research and numerous field interviews of scientists, administrators, defense officials, and educators. Security, Loyalty, and Science is a volume in the series Cornell Studies in Civil Liberty, of which Robert E. Cushman is advisory editor.

Book Description
Words of Intelligence: A Dictionary is intended for the intelligence and national security men and women who are fighting the Global War on Terrorism at all levels: local, state, and federal. The intelligence community has undergone massive changes since the Central Intelligence Agency, National Security Agency, and the Department of Defense were created, and recently, with the establishment of Homeland Security and a Director of National Intelligence, it has taken on even more duties and responsibilities. Intelligence now must be transmitted to state and local public administrators, health officials, and transportation planners (to name just a few) in times of a possible domestic attack. Containing over 600 terms related to theoretical aspects of intelligence, intelligence operations, intelligence strategies, security classification of information, obscure names of intelligence boards and organizations, and homeland security, this dictionary is an invaluable tool for those requiring a working knowledge of intelligence-related issues. A topical index is also included.

Book Description
The conventional wisdom holds that the president of the United States is weak, hobbled by the separation of powers and the short reach of his formal legal authority. In this first-ever in-depth study of executive orders, Kenneth Mayer deals a strong blow to this view. Taking civil rights and foreign policy as examples, he shows how presidents have used a key tool of executive power to wield their inherent legal authority and pursue policy without congressional interference. Throughout the nation's life, executive orders have allowed presidents to make momentous, unilateral policy choices: creating and abolishing executive branch agencies, reorganizing administrative and regulatory processes, handling emergencies, and determining how legislation is implemented. From the Louisiana Purchase to the Emancipation Proclamation, from Franklin Roosevelt's establishment of the Executive Office of the President to Bill Clinton's authorization of loan guarantees for Mexico, from Harry Truman's integration of the armed forces to Ronald Reagan's seizures of regulatory control, American presidents have used executive orders (or their equivalents) to legislate in ways that extend far beyond administrative activity. By analyzing the pattern of presidents' use of executive orders and the relationship of those orders to the presidency as an institution, Mayer describes an office much more powerful and active than the one depicted in the bulk of the political science literature. This distinguished work of scholarship shows that the U.S. presidency has a great deal more than the oft-cited "power to persuade."
