We examine the impact of ambiguous and contested land rights on investment and productivity in agricultural in Akwapim, Ghana. We show that individuals who hold powerful positions in a local political hierarchy have more secure tenure rights, and that as a consequence they invest more in land fertility and have substantially higher output. The intensity of investments on different plots cultivated by a given individual correspond to that individual's security of tenure over those specific plots, and in turn to the individual's position in the political hierarchy relevant to those specific plots. We interpret these results in the context of a simple model of the political allocation of land rights in local matrilineages.

Far from the vision of popular actors in the popular economy as reactionary and archaic, stubbornly resisting any move towards change, this book's overall aim is to contribute to a broadening and deepening of our understanding of the logic and socio-economic practices of those operating in the informal economy. It focuses on the vulnerabilities of these participants, resulting from high exposure to different risks combined with low social protection, and on the interactions between vulnerability and poverty. It considers security of livelihoods as the guiding principle for multiple practices in the informal economy. Thirteen studies, based on careful analyses of empirical data in different contexts in Africa, Latin America, and Asia, contribute to this multidisciplinary discussion. This book describes how people develop their own strategies to solve their problems through the use of interpersonal networks, associations, and other community-based arrangements. Moreover, it shows that informal economy actors systematically reposition themselves vis-à-vis the State, markets, international, and national policies with the aim of enhancing their economic and social security, and they may do this either individually or collectively. The book emphasizes how adaptability of the informal economy can be influenced by such factors as the macroeconomic context, access to financial, technological, and information resources, infrastructure, social protection schemes, and the institutional environment within which adaptations occur. Case studies stress the need to reformulate questions relating to policy intervention based on a more thorough understanding of the perspective of informal economy actors.

We study resource allocation within households in Côte d'Ivoire. In Côte d'Ivoire, as in much of Africa, husbands and wives farm separate plots, and there is some specialization by gender in the crops that are grown. These different crops are differentially sensitive to particular kinds of rainfall shocks. We find that conditional on overall levels of expenditure, the composition of household expenditure is sensitive to the gender of the recipient of a rainfall shock. For example, rainfall shocks associated with high yields of women's crops shift expenditure towards food. Strong social norms constrain the use of profits from yam cultivation, which is carried out almost exclusively by men. In line with these norms, we find that rainfall-induced fluctuations in income from yams are transmitted to expenditures on education and food, not to expenditures on private goods (like alcohol and tobacco). We reject the hypothesis of complete insurance within households, even with respect to publicly observable weather shocks. Different sources of income are allocated to different uses depending upon both the identity of the income earner and upon the origin of the income.

Poor people in developing countries are often affected by droughts, floods, illness, crop failure, job loss, and economic downturns. Much of their energy goes into coping with these shocks and into day-to-day survival. While insurance and credit markets, combined with widespread social security, provide an important cushion against poverty in rich countries, the need for immediate survival may lock the poor into persistent poverty in developing countries.The poor in developing countries do have informal mechanisms to cope with risk and misfortune. These are based on income diversification, risk avoidance, self-insurance by saving together with family, and community-based mutual assistance. Nevertheless, the scope of these mechanisms remains limited. Repeated individual-specific shocks such as illness or pests, or covariate risks associated with drought, flood, or recession, undermine the ability of individuals and their families to cope withrisk.We now know much more about vulnerability to risk and how poor people cope. Even more importantly, we have learned much about the large long-term consequences of these risks, which condemns many to persistent poverty and excludes them from economic growth. But there is much that can be done. The micro-level studies that underpin this book offer new insights on how effective public action could be more effective in protecting the vulnerable against persistent poverty. Policy should focus onproviding a comprehensive menu of ex-ante and post-crisis protection mechanisms, including new forms of insurance, savings, safety nets, and the means to strengthen the poor's asset base. Local communities have a big role to play: public funds should not be used to replace indigenous community-basedsupport networks; rather they should be used to build on the strengths of these networks to ensure broader and more effective protection.With numerous thematic chapters and case studies of both best practice and of failure, from a mix of low-income and middle-income countries across the developing world, this book evaluates alternatives in widening insurance and protection provision, and makes an important contribution to the topical field of insurance and risk.
