The Congress must ap prove such agreements after each State in its own way agrees to whatever arrangements they want to pursue. So with that in mind, I would like the gentleman from Vir 'nia and the gentleman from Tennessee to come to the witness tab e so they can describe the particularities of the Bristol compact which may go down in history as one the great compacts that has ever been approved by the Congress.
