The explosion on 26 April 1986 at the Chernobyl nuclear power plant and the consequent reactor fire resulted in an unprecedented release of radioactive material from a nuclear reactor and adverse consequences for the public and the environment. Although the accident occurred nearly two decades ago, controversy still surrounds the real impact of the disaster. Therefore the IAEA, in cooperation with other UN bodies, the World Bank, as well as the competent authorities of Belarus, the Russian Federation and Ukraine, established the Chernobyl Forum in 2003. The mission of the Forum was to generate 'authoritative consensual statements' on the environmental consequences and health effects attributable to radiation exposure arising from the accident as well as to provide advice on environmental remediation and special health care programmes, and to suggest areas in which further research is required. This report presents the findings and recommendations of the Chernobyl Forum concerning the environmental effects of the Chernobyl accident.

Twenty years have passed since the worst nuclear reactor accident in the world occurred at the Chernobyl nuclear power plant in Ukraine. Lessons from the massive Chernobyl nuclear accident about how we deal with modern hazards that are largely imperceptible. Before Fukushima, the most notorious large-scale nuclear accident the world had seen was Chernobyl in 1986. The fallout from Chernobyl covered vast areas in the Northern Hemisphere, especially in Europe. Belarus, at the time a Soviet republic, suffered heavily: nearly a quarter of its territory was covered with long-lasting radionuclides. Yet the damage from the massive fallout was largely imperceptible; contaminated communities looked exactly like noncontaminated ones. It could be known only through constructed representations of it. In The Politics of Invisibility, Olga Kuchinskaya explores how we know what we know about Chernobyl, describing how the consequences of a nuclear accident were made invisible. Her analysis sheds valuable light on how we deal with other modern hazards—toxins or global warming—that are largely imperceptible to the human senses. Kuchinskaya describes the production of invisibility of Chernobyl's consequences in Belarus—practices that limit public attention to radiation and make its health effects impossible to observe. Just as mitigating radiological contamination requires infrastructural solutions, she argues, the production and propagation of invisibility also involves infrastructural efforts, from redefining the scope and nature of the accident's consequences to reshaping research and protection practices. Kuchinskaya finds vast fluctuations in recognition, tracing varyingly successful efforts to conceal or reveal Chernobyl's consequences at different levels—among affected populations, scientists, government, media, and international organizations. The production of invisibility, she argues, is a function of power relations.

The International Chernobyl Project was launched in 1990 at the request of the Government of the USSR to assess the environmental and health situation in the areas of the Soviet Union contaminated by the Chernobyl accident and to evaluate the measures taken by the authorities to safeguard the health of the population still living in these areas. Some 200 scientists from 25 countries and 7 international and regional organizations participated in this Project. An International Advisory Committee was set up to oversee the Project and approve its conclusions and recommendations. Almost 50 missions to the USSR were carried out in order to obtain the best available information and to make an independent assessment of the situation. The results of the International Chernobyl Project are presented in two main documents: The full Technical Report, which contains, in addition to the conclusions and recommendations of the Project, all the relevant methodologies and the data upon which they are based, and the Overview, which gives a summary of the methodologies presented in the Technical Report together with the conclusions and recommendations. While the Technical Report is intended for the scientific community, the Overview is intended for decision makers, concerned groups and the informed public. Three maps showing the distribution of surface ground contamination by plutonium, strontium and caesium released by the Chernobyl accident and deposited in the Byelorussian SSR, the Russian SFSR and the Ukraine are attached to the Overview. A third document, containing the proceedings of an International Conference which took place in Vienna in May 1991, presents the Project results to the scientific community and to the media. The Proceedings should be read in conjunction with either the Overview or the Technical Report.
